Pursuant to the Order of Reference of Tuesday, January 30, 2018, the Committee resumed consideration of Bill S-5, An Act to amend the Tobacco Act and the Non-smokers’ Health Act and to make consequential amendments to other Acts.

Dr. Robert Strang, by videoconference from Halifax, Nova Scotia, Dr. Peter Selby, by videoconference from Toronto, Ontario, Flory Doucas and Bruce Cran made statements and answered questions.

At 5:10 p.m., the sitting was suspended.

At 5:12 p.m., the sitting resumed.

The Committee proceeded to the consideration of matters related to Committee business.

Motion

John Oliver moved, — That the motion adopted on Wednesday, February 14, 2018: “That the Committee consider the Supplementary Estimates (C) 2017-18 and the Interim Estimates 2018-19 on Monday, March 19, 2018; and that the Minister of Health, along with department officials, be invited to answer questions” be rescinded and that the Committee invite the Minister of Health, along with department officials, to appear as part of its upcoming study of the Main Estimates 2018-19.

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 5; NAYS: 4.

Motion

Don Davies moved, — That, pursuant to standing order 108(2), this Committee convene a meeting as soon as possible to hear from representatives of the more than forty previously funded community-based HIV organizations across Canada that will be forced to close or reduce services when their funding is eliminated by the Public Health Agency of Canada effective April 1, 2018.

Debate arose thereon.

On motion of John Oliver, it was agreed, — That the sitting be suspended.

At 5:21 p.m., the sitting was suspended.

At 5:24 p.m., the sitting resumed.

The Committee resumed consideration of the motion of Don Davies, — That, pursuant to standing order 108(2), this Committee convene a meeting as soon as possible to hear from representatives of the more than forty previously funded community-based HIV organizations across Canada that will be forced to close or reduce services when their funding is eliminated by the Public Health Agency of Canada effective April 1, 2018.

After debate, the question was put on the motion and it was negatived on the following recorded division:
