The Committee commenced its clause-by-clause study of the Bill.
Pursuant to Standing Order 75(1), consideration of Clause 1 (Short Title), is postponed.
The Chair calls Clause 2.
On Clause 2,
Mark Gerretsen moved, — That Bill C-238, in Clause 2, be amended by replacing lines 8 to 18 on page 1 with the following:“ments and with representatives of other interested governments in Canada that are responsible for the environment, and in consultation with all interested persons or organizations that he or she considers appropriate, must develop a national strategy for the safe and environmentally sound disposal of lamps containing mercury. The strategy may include
(a) the identification of practices for the safe and environmentally sound disposal of those lamps;
(b) the establishment of guidelines for facilities where activities involved in the safe and environmentally sound disposal of those lamps are carried out; and
(c) the development of a plan to promote public awareness of the importance of those lamps being disposed of safely and in an environmentally sound manner.”
Debate arose thereon.
Garnett Genuis moved, — That the amendment be amended by replacing the word “may” with the word “must ”.

François Choquette moved, — That the amendment be amended by adding after the word “develop” the following:
“and implement, in conjunction with provinces and territories,”.
