Monday, April 28, 2014

A meeting of the Board of Internal Economy of the House of Commons was held on Monday, April 28, 2014 at 11:15 a.m., in Room 112-N, Centre Block.

In the Chair: The Honourable Andrew Scheer, Speaker of the House of Commons

Present: The Honourables Peter Van Loan, John Duncan, Rob Merrifield and Dominic LeBlanc; Mr. Philip Toone; Mrs. Nycole Turmel

Secretary to the Board: Audrey O’Brien, Clerk of the House of Commons

Also Present: Richard Denis, Deputy Law Clerk and Parliamentary Counsel; Mark Watters, Chief Financial Officer; Robin Kells, Secretariat

Minutes of Previous Meeting

The minutes of the meetings of April 3 and April 7, 2014 were adopted and approved for tabling .

Business Arising from Previous Meetings

The Board discussed correspondence distributed since its last meeting on April 7, 2014.

Members’ Allowances and Services

Advertising Policy

The Board approved the following changes to the advertising policy, effective immediately:

  • Advertising at a third-party event or activity cannot exceed $500 per event or activity;
  • Members who advertise at third-party events and activities must advertise at the lowest possible level and not exceeding:
    • $500 per advertisement for printed materials (e.g. event programs, booklets, newsletters, bulletins, flyers); or
    • $250 per advertisement for event signage and banners; and
  • Members must provide a detailed invoice describing the services provided as well as, for all signage and banners used at a third-party event or activity, a photograph that shows the event and location of use of the advertisement in a clear and obvious manner.

Road Travel

The Board reviewed the policy on reimbursement of road travel, confirmed the current application that reimbursement for travel by any means shall not exceed the lowest airfare at the class of travel that the traveller is authorized to use, and directed the House Administration to brief the Whips on current usage by each party caucus.

Secondary Residence Expenses

The Board deferred the matter to a future meeting.

Large-Volume Mailings – Progress Report

The Board continued its deliberations on certain large-volume mailings .

Offices – Progress Report

Because time did not permit the matter to be addressed at this meeting, the Board agreed to discuss the issue at a future meeting.
