A meeting of the Board of Internal Economy of the House of Commons was held on Monday, March 25, 2013 at 11:15 a.m., in Room 112-N, Centre Block.

In the Chair: The Honourable Andrew Scheer, Speaker of the House of Commons

Present: The Honourables Peter Van Loan, Gordon O'Connor and Rob Merrifield; Mr. Nathan Cullen; Mrs. Nycole Turmel and Ms. Judy Foote

Secretary to the Board: Audrey O'Brien, Clerk of the House of Commons

Also Present: Mark Watters, Chief Financial Officer; Kevin Vickers, Sergeant-at-Arms; Richard Denis, Deputy Law Clerk and Parliamentary Counsel; and Suzanne Verville, Secretariat

Tabling of Minutes

The minutes of the meeting of February 11, 2013 were approved for tabling .

Minutes of Previous Meeting

The minutes of the meeting of March 4, 2013 were adopted.

Legal Matter

Further to its decision of June 18, 2012 , the Board approved the payment of legal fees in a complaint at the usual rates calculated at the House rates for legal counsel.

Members' Allowances and Services

Annual Adjustment of Members' Sessional Allowances and Additional Salaries for Fiscal Year 2013-2014

The Board took note of the adjustment of Members' sessional allowances and additional salaries as of April 1, 2013, an increase of 1.6% according to the formula prescribed by the Parliament of Canada Act . This is the first increase since the freeze dictated by the Expenditure Restraint Act .

Travel Status Expenses Account (TSEA)

Noting the flexibility afforded by the current level of expenditures within the existing statutory budgets, and particularly the budget for the TSEA, the Board approved that each Member's individual TSEA be increased by $1,762 (6%) as of April 1, 2013.

Travel Service Provider

The Board approved the continuation of Members' Travel Services by a central travel service provider, and requested further information at its next meeting.

Administration

Third Quarter Financial Status Report for Fiscal Year 2012-2013

The Board took note of the 2012-2013 financial position of the House of Commons as at December 31, 2012.

Security

The Board discussed a security matter, and agreed to consider it again at its next meeting.
