The Standing Committee on Industry, Science and Technology met at 11:04 a.m. this day, in Room 237-C, Centre Block, the Chair, David Sweet, presiding.

 

Members of the Committee present: John Carmichael, Joe Daniel, Cheryl Gallant, Hon. Mike Lake, Peggy Nash, Annick Papillon, Hon. Judy Sgro, David Sweet and Mark Warawa.

 

Acting Members present: Charmaine Borg for Brian Masse and Devinder Shory for Cheryl Gallant.

 

In attendance: Library of Parliament: Mathieu Frigon, Analyst; Dara Lithwick, Analyst.

 

Witnesses: Borden Ladner Gervais LLP: Éloïse Gratton, Partner. Canadian Life and Health Insurance Association Inc.: Frank Zinatelli, Vice-President and General Counsel; Anny Duval, Counsel. Credit Union Central of Canada: Marc-André Pigeon, Director, Financial Sector Policy; Rob Martin, Senior Policy Advisor. Insurance Bureau of Canada: Randy J. Bundus, Senior Vice President, Legal and General Counsel; Madalina Murariu, Acting Manager, Federal Affairs; Richard Dubin, Vice-President, Investigative Services.

 
Pursuant to the Order of Reference of Monday, October 20, 2014, and the motion adopted on Tuesday, February 3, 2015, the Committee resumed consideration of Bill S-4, An Act to amend the Personal Information Protection and Electronic Documents Act and to make a consequential amendment to another Act.
 

Éloïse Gratton, Frank Zinatelli, Anny Duval, Marc-André Pigeon and Randy J. Bundus made statements and, with Rob Martin and Richard Dubin, answered questions.

 

It was agreed, — That the first meeting on clause-by-clause consideration of the Bill S-4, An Act to amend the Personal Information Protection and Electronic Documents Act and to make a consequential amendment to another Act, be on Tuesday, April 21, 2015, and that Members submit their amendments to the Bill to the Clerk of the Committee no later than on Thursday, April 9, 2015.

 

It was agreed, — That the Clerk of the Committee distribute amendments to the Members.

 

At 12:53 p.m., the Committee adjourned to the call of the Chair.
