The Standing Committee on Foreign Affairs and International Development met in camera at 3:29 p.m. this day, in Room 306, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Mike Allen, Dean Allison, David Anderson, Lois Brown, Marc Garneau, Peter Goldring, Nina Grewal, Hélène Laverdière, Laurin Liu and Gary Ralph Schellenberger.

 

Acting Members present: Dave MacKenzie for Nina Grewal, Ève Péclet for Paul Dewar and Jean Rousseau for Romeo Saganash.

 

In attendance: Library of Parliament: Allison Goody, Analyst; James Lee, Analyst; Erin Shaw, Analyst. House of Commons: Rémi Bourgault, Procedural Clerk; David-Andrés Novoa, Legislative Clerk.

 

Witnesses: Department of Foreign Affairs, Trade and Development: Sabine Nolke, Director General, Non-Proliferation and Security Threat Reduction Bureau; Hugh Adsett, Deputy Legal Adviser and Director General, Legal Affairs Bureau. Department of National Defence: Charles Lamarre, Director General of Operations, Strategic Joint Staff; Chris Penny, Directorate of International and Operational Law, Office of the Judge Advocate General. Department of Justice: Christopher D. Ram, Legal Counsel, Criminal Law Policy Section.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure. The Report was concurred in and read as follows:

1. That the Committee commence consideration of Bill C-6, An Act to Implement the Convention on Cluster Munitions, and that Officials from the Department of Foreign Affairs, Trade and Development and other witnesses be invited to appear.

2. That the Committee hold up to two meetings on the situation in Syria.

3. That the Committee hold up to two meetings on Corporate Practices by Companies Supplying and Manufacturing Products in Developing Countries for Canadian Consumers.

4. That the Committee invite the Ambassador of Religious Freedom to appear.

5. That, following the referral of the Supplementary Estimates, the Committee invite the Minister of Foreign Affairs and the Minister of International Development to appear.

6. That the Committee invite Elisabeth Rasmusson, Assistant Executive Director for Partnership and Governance Services, World Food Programme to appear.

 

It was agreed, — That the Committee on Foreign Affairs and International Development resume its study on the situation of Jewish refugees from Middle Eastern nations started in the previous session and, that the evidence and documentation received by the Committee during the 1st session of the 41st Parliament on the subject be taken into consideration by the Committee in this session.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, November 7, 2013, the Committee resumed its study of the Situation of Jewish Refugees from Middle Eastern Nations.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the report be entitled: "Recognizing Jewish Refugees from the Middle East and North Africa".

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That the Committee append to its report supplementary opinions, immediately after the signature of the Chair, provided that they are no more than one (1) page in length and be submitted electronically, in both official languages, to the Clerk of the Committee, no later than the end of day, Thursday, November 7, 2013.

 

At 3:47 p.m., the sitting was suspended.

At 3:55 p.m., the sitting resumed in public.

 
Pursuant to the Order of Reference of Friday, October 25, 2013, the Committee commenced consideration of Bill C-6, An Act to implement the Convention on Cluster Munitions.
 

Pursuant to Standing Order 75(1), consideration of Clause 1, Short Title, is postponed.

The Chair calls Clause 2.

 

Sabine Nolke, BGen Charles Lamarre and Christopher Ram each made statements and, with LCol Chris Penny, answered questions.

 

At 5:22 p.m., the Committee adjourned to the call of the Chair.
