The Standing Committee on Justice and Human Rights met at 11:37 a.m. this day, in Room 306, La Promenade Building, the Chair, Dave MacKenzie, presiding.

 

Members of the Committee present: Françoise Boivin, Raymond Côté, Hon. Irwin Cotler, Kerry-Lynne D. Findlay, Robert Goguen, Pierre Jacob, Brian Jean, Dave MacKenzie, Craig Scott and Stephen Woodworth.

 

Acting Members present: Kevin Sorenson for Kyle Seeback and Merv Tweed for Brent Rathgeber.

 

Associate Members present: David Wilks.

 

In attendance: Library of Parliament: Cynthia Kirkby, Analyst; Dominique Valiquet, Analyst.

 

Witnesses: London Drugs Limited: Tony Hunt, General Manager, Loss Prevention. Vancouver Police Department: Steve Rai, Inspector in Charge, District Three, Operations Division. BC Civil Liberties Association: Paul Champ, Legal Counsel. Cadillac Fairview Corporation Limited: Lincoln Merraro, Senior Security Manager. As an individual: Michael Byers, Professor and Canada Research Chair, Department of Political Science, University of British Columbia.

 
Pursuant to the Order of Reference of Wednesday, February 15, 2012, the Committee resumed consideration of Bill C-309, An Act to amend the Criminal Code (concealment of identity).
 

Tony Hunt and Steve Rai, by videoconference from Vancouver, British Columbia, made statements and answered questions.

 

At 12:20 p.m., the sitting was suspended.

At 12:23 p.m., the sitting resumed.

 

Paul Champ, Lincoln Merraro and Michael Byers, by videoconference from Vancouver, British Columbia, made statements and answered questions.

 

At 1:01 p.m., the Committee adjourned to the call of the Chair.
