The Standing Committee on Finance met in a televised session at 3:31 p.m. this day, in Room 237-C, Centre Block, the Chair, James Rajotte, presiding.

 

Members of the Committee present: Mark Adler, Hon. Scott Brison, Guy Caron, Shelly Glover, Randy Hoback, Brian Jean, Hoang Mai, Wayne Marston, Cathy McLeod, Peggy Nash and James Rajotte.

 

Acting Members present: Mike Allen for Dave Van Kesteren and Stella Ambler for Mark Adler.

 

In attendance: Library of Parliament: Mark Mahabir, Analyst; Brett Stuckey, Analyst.

Pursuant to the Order of Reference of Monday, May 14, 2012, the Committee commenced consideration of Bill C-38, An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures.
 

The Minister made a statement and answered questions.

 

At 4:31 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

 

Ted Cook made a statement and, with the other witnesses, answered questions.

 

At 5:16 p.m., the sitting was suspended.

At 5:18 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Second Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

That, in relation to the Order of Reference of Monday, May 14, 2012, respecting Bill C-38, An Act to implement certain provisions of the budget tabled in Parliament on March 29, 2012 and other measures:

A. pursuant to Standing Orders 108(1)(a) and 108(1)(b), a Subcommittee on Bill C-38 (Jobs, Growth and Long-term Prosperity Act) be established to examine the clauses contained in Part 3 (Responsible Resource Development) of the Bill, provided that;

(i) the Subcommittee be composed of twelve (12) members, including seven (7) from the Conservative Party, four (4) from the New Democratic Party and one (1) from the Liberal Party, to be named following the usual consultations with the Whips;

(ii) the Chair of the Subcommittee be a member of the Conservative Party;

(iii) the Subcommittee be empowered to send for persons, papers and records, to receive evidence, to sit during a time when the Committee is not sitting in Ottawa, to sit when the Committee is sitting outside the Parliamentary Precinct and to sit during periods when the House stands adjourned;

(iv) the Subcommittee adopt the routine motions of the Standing Committee on Natural Resources, other than the creation of a subcommittee on agenda and procedure, and;

(v) the Subcommittee finish its examination no later than 5:30 p.m. on Monday, June 4, 2012, and report its findings to the Standing Committee on Finance at the next available opportunity, provided that if the subcommittee has not reported by that time, it shall be deemed to have reported a recommendation that the clauses contained in Part 3 of Bill C-38 be carried;

B. the Committee shall proceed to clause-by-clause consideration of Bill C-38 no later than Monday, June 4, 2012, provided that the Chair limit debate on each clause to a maximum of five (5) minutes per party per clause before the clause is brought to a vote;

C. amendments to Bill C-38 be submitted to the Clerk of the Committee 48 hours prior to clause-by-clause consideration and distributed to members in both official languages;

D. if the Committee has proceeded, in its clause-by-clause consideration of Bill C-38, to consider clauses 52 to 169 before the Subcommittee established in paragraph (A) has reported or is deemed to have reported, as the case may be, a motion to stand those clauses shall be deemed to have been made and adopted; and

E. if the Committee has not completed the clause-by-clause consideration of Bill C-38 by 11:59 p.m. on Tuesday, June 5, 2012, the Chair shall put, forthwith and successively, each and every question necessary to dispose of the Committee stage of the Bill and to report the Bill to the House, without further debate or amendment, and that the Chair be ordered to report the Bill back to the House on or before Thursday, June 7, 2012.

F. That the Committee ask all parties to submit names of potential witnesses for Bill C-38 as soon as possible
