The Standing Committee on Access to Information, Privacy and Ethics met in a televised session at 3:30 p.m. this day, in Room 237-C, Centre Block, the Chair, Pierre-Luc Dusseault, presiding.

Members of the Committee present: Scott Andrews, Charlie Angus, Charmaine Borg, Alexandre Boulerice, Brad Butt, Blaine Calkins, John Carmichael, Patricia Davidson, Earl Dreeshen, Pierre-Luc Dusseault and Colin Mayes.

Acting Members present: Hon. Laurie Hawn for Dean Del Mastro.

In attendance: Library of Parliament: Miguel Bernal-Castillero, Analyst ; Maxime-Olivier Thibodeau, Analyst.

Witnesses: Government Relations Institute of Canada: Jim Patrick, President; W. Scott Thurlow, Chair, Legislative Affairs Committee. Office of the Commissioner of Lobbying: Karen E. Shepherd, Commissioner of Lobbying; Bruce Bergen, Senior Counsel.

Pursuant to the Order of Reference of Monday, December 10, 2012, section 67 of the Conflict of Interest Act, and the motion adopted by the Committee on Tuesday, December 11, 2012, the Committee resumed the statutory review of the Conflict of Interest Act.

Jim Patrick and W. Scott Thurlow made a statement and answered questions.

At 4:25 p.m., the sitting was suspended.

At 4:29 p.m., the sitting resumed.

Karen E. Shepherd made a statement and, with Bruce Bergen, answered questions.

At 5:25 p.m., the Committee adjourned to the call of the Chair.
