The Standing Committee on Aboriginal Affairs and Northern Development met at 3:35 p.m. this day, in Room 362, East Block, the Chair, Chris Warkentin, presiding.

 

Members of the Committee present: Hon. Carolyn Bennett, Dennis Bevington, Ray Boughen, Rob Clarke, Jonathan Genest-Jourdain, Carol Hughes, Blake Richards, Greg Rickford, Chris Warkentin and David Wilks.

 

Acting Members present: Kelly Block for Kyle Seeback and Linda Duncan for Jean Crowder.

 

In attendance: Library of Parliament: Tonina Simeone, Analyst; Norah Kielland, Analyst.

 

Witnesses: Assembly of First Nations: Jody Wilson-Raybould, Regional Chief, British Columbia; Karen Campbell, Senior Policy Analyst, Strategic Policy, Planning and Law. Whitecap Dakota First Nation: Darcy M. Bear, Chief; Murray Long, Director, Self-Government; Lisa Dunville, Chartered Accountant.

 
Pursuant to its Order of Reference of Thursday, June 21, 2012 and the motion agreed by the Committee on Wednesday, October 3, 2012, the Committee resumed consideration of Bill C-27, An Act to enhance the financial accountability and transparency of First Nations.
 

Jody Wilson-Raybould made a statement and, with Karen Campbell, answered questions.

 

At 4:35 p.m., the sitting was suspended.

At 4:39 p.m., the sitting resumed.

 

Darcy M. Bear made a statement and, with the other witnesses, answered questions.

 

By unanimous consent, it was agreed, — That, notwithstanding the Committee’s order of Tuesday, September 27, 2011 regarding the distribution of documents, the clerk be ordered to distribute the suggested amendments to Bill C-27 submitted by the Whitecap Dakota First Nation to the Committee in English only until they are available in both English and French.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
