The Standing Committee on Public Safety and National Security met in a televised session at 3:34 p.m. this day, in Room 269, West Block, the Vice-Chair, Mark Holland, presiding.

 

Members of the Committee present: Shelly Glover, Mark Holland, Andrew Kania, Dave MacKenzie, Phil McColeman, Maria Mourani, Rick Norlock, Brent Rathgeber and Borys Wrzesnewskyj.

 

Acting Members present: Joe Comartin for Don Davies, Meili Faille for Luc Desnoyers and Daniel Petit for Garry Breitkreuz.

 

Other Members present: Hon. Marlene Jennings and Marcel Proulx.

 

In attendance: Library of Parliament: Lyne Casavant, Analyst.

 

Witnesses: Government of Québec: Hon. Jacques P. Dupuis, Minister of Public Safety; Robert Lafrenière, Deputy Minister. Office of the Auditor General of Canada: Sheila Fraser, Auditor General of Canada; Wendy Loschiuk, Assistant Auditor General. Fédération québécoise des chasseurs et pêcheurs: M. Alain Cossette, Director General; Bernard Pelletier, Volunteer Master Instructor in Gun Safety, Security Nature. Canadian Paediatric Society: Marie Adèle Davis, Executive Director; Katherine Austin Leonard, Member. Canadian Shooting Sports Association: Tony Bernardo, Executive Director; Diana Cabrera, Member.

 
Pursuant to the Order of Reference of Wednesday, March 3, 2010, the Committee resumed consideration of Bill C-391, An Act to amend the Criminal Code and the Firearms Act (repeal of long-gun registry).
 

Debate resumed on the motion moved by Borys Wrzesnewskyj during the Wednesday May 26 meeting wich reads as follows:

— That the Royal Canadian Mounted Police be asked to submit to the Committee the two documents referred to by William Sweeney during his appearance before the Committee on Thursday, May 4, 2010.

 

During debate, the Chair informed the Committee that in one minute he would call the vote on the motion.

 

Whereupon, Phil McColeman appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned, by a show of hands: YEAS: 4; NAYS: 6.

 

Shelly Glover moved, — That the debate be suspended until the end of the meeting.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 8; NAYS: 3.

 

The witnesses made statements and answered questions.

 

At 5:33 p.m., the Committee adjourned to the call of the Chair.
