Meeting No. 37

Tuesday, December 7, 2010

The Standing Committee on Fisheries and Oceans met at 8:56 a.m. this day, in Room C-180, 1 Wellington Street, the Chair, Rodney Weston, presiding.

Members of the Committee present: Mike Allen, Raynald Blais, Ron Cannan, Rodger Cuzner, Fin Donnelly, Randy Kamp, Yvon Lévesque, Hon. Lawrence MacAulay, Joyce Murray, Devinder Shory, John Weston and Rodney Weston.

In attendance: Library of Parliament: François Côté, Analyst . House of Commons: Isabelle Dumas, Procedural Clerk.

The Committee proceeded to the consideration of matters related to Committee business.

Fin Donnelly moved, — That, in light of the federal government’s plan to explore for oil and gas in Arctic waters, the Fisheries and Oceans Standing Committee conduct a study on that matter at its earliest opportunity, calling witnesses to comment on, among other things, the recent audit of the Canadian Coast Guard that identifies the Department's need for training and up-to-date equipment necessary to properly handle oil spills and offshore pollution in Arctic waters.

Debate arose thereon.

Raynald Blais moved, — That the motion be amended by deleting the words “federal government's” and by adding after the words “Arctic waters” the following: “and the Golf of St. Lawrence”.

Debate arose thereon.

By unanimous consent, the amendment was withdrawn.

Joyce Murray moved, — That the motion be amended by replacing the words “federal government's plan” with the words “current and potential plans”, by replacing the word “Arctic” with the word “Canadian” and by deleting the words “in Arctic waters” after “pollution” .

Debate arose thereon.

Ron Cannan moved, — That the motion be deferred until Thursday, December 9, 2010.

After debate, the question was put on the motion and it was negatived.

On motion of Joyce Murray, it was agreed, — That the motion be amended by replacing the words “federal government's plan” with the words “current and potential plans”, by replacing the word “Arctic” with the word “Canadian” and by deleting the words “in Artic waters” after “pollution“.

Devinder Shory moved, — That the motion be amended by replacing the words “among other things” with the words “it and also on”.

After debate, the question was put on the amendment of Devinder Shory and it was negatived.

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

That, in light of current and potential plans to explore for oil and gas in Canadian waters, the Fisheries and Oceans Standing Committee conduct a study on that matter at its earliest opportunity, calling witnesses to comment on, among other things, the recent audit of the Canadian Coast Guard that identifies the Department's need for training and up-to-date equipment necessary to properly handle oil spills and offshore pollution.

At 10:16 a.m., the sitting was suspended.

At 10:19 a.m., the Committee resumed sitting in camera.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Wednesday, April 28, 2010, the Committee resumed its study of the snow crab industry in Atlantic Canada and Quebec.

The Committee resumed consideration of a draft report.

At 10:48 a.m., the Committee adjourned to the call of the Chair.
