The Standing Committee on Foreign Affairs and International Development met at 3:35 p.m. this day, in Room 268, La Promenade Building, the Chair, Dean Allison, presiding.

 

Members of the Committee present: Dean Allison, Lois Brown, Johanne Deschamps, Paul Dewar, Jean Dorion, Peter Goldring, James Lunney, Deepak Obhrai, Bernard Patry, Glen Douglas Pearson, Hon. Bob Rae and Dave Van Kesteren.

 

In attendance: House of Commons: Mariane Beaudin, Procedural Clerk. Library of Parliament: Allison Goody, Analyst; James Lee, Analyst; Erin Shaw, Analyst.

 

Witnesses: Royal Canadian Mounted Police: Mike Cabana, Assistant Commissioner, Federal and International Operations. Correctional Service of Canada: Marty Maltby, Acting Director, Intergovernmental Relations. Embassy of the Republic of Sudan to Canada: H.E. Elsadig Almagly, Ambassador of the Republic of Sudan to Canada; John Simon, Deputy Head of Mission.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, December 2, 2010, the Committee resumed its study of Canadian and international disaster response and the situation in Haiti.
 

Mike Cabana and Marty Maltby made statements and answered questions.

 
Pursuant to Standing Order 108(2), the Committee undertook a study of the motion adopted on Tuesday, February 8, 2011 by the Subcommittee on International Human Rights, on the situation of persons with albinism in Tanzania
 

It was agreed, — That the Committee recommend that the Government of Canada:

1) condemn the murder and mutilation of Tanzanian adults and children with albinism for their body parts;

2) express the support of the citizens of Canada for people with albinism in Tanzania who have been the victims of such attacks;

3) recognize that the murder and mutilation of people because of this genetic condition constitutes what UN Secretary General Ban Ki-moon has called “a unacceptable violation of human rights”;

4) urge the Government of Tanzania to prosecute actively and aggressively and convict all perpetrators of these crimes against humanity;

5) call on the Government of Tanzania to take immediate action to prevent further violence against persons with albinism and to bring to swift justice those who have engaged in such practices;

6) notify officially the Government of Tanzania of this.

 

ORDERED, — That the Chair report the motion to the House.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the situation in the Republic of Sudan.
 

H. E. Elsadig Almagly made a statement.

 

At 4:42 p.m., the Committee adjourned to the call of the Chair.
