The Standing Committee on Fisheries and Oceans met at 9:02 a.m. this day, in Room 371, West Block, the Chair, Fabian Manning, presiding.

 

Members of the Committee present: Mike Allen, Raynald Blais, Hon. Gerry Byrne, Blaine Calkins, Randy Kamp, Yvon Lévesque, Hon. Lawrence MacAulay, Fabian Manning, Bill Matthews, Scott Simms and Peter Stoffer.

 

Acting Members present: Dave Van Kesteren for Gerald Keddy.

 

In attendance: Library of Parliament: François Côté, Analyst.

 

Appearing: Hon. David Emerson, P.C., M.P., Minister of International Trade.

 

Witnesses: Department of Foreign Affairs and International Trade: André Moncion, Acting Deputy Director, Trade Remedies; Andrew Moroz, Director, Trade Remedies. Department of Finance: John O'Neill, Chief, Trade Rules, International Trade Policy Division.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on March 6, 2008, the Committee commenced its study of negotiations at the World Trade Organization regarding subsidies to the fishing industry.
 

Hon. David Emerson made a statement and, with John O'Neill, answered questions.

 

At 9:56 a.m., the sitting was suspended.

At 10:01 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on December 3, 2007, the Committee resumed its study of the condition of the eelgrass beds in James Bay.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: Condition of the Eelgrass Beds in James Bay.

 

It was agreed, — That the Chair, Clerk and analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

 

At 10:24 a.m., the Committee adjourned to the call of the Chair.
