The Standing Committee on Foreign Affairs and International Development met in a televised session at 3:36 p.m. this day, in Room 237-C, Centre Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Vivian Barbot, Bill Casey, Hon. Mark Eyking, Peter Goldring, Wajid Khan, Francine Lalonde, Alexa McDonough, Deepak Obhrai, Bernard Patry, Kevin Sorenson and Hon. Bryon Wilfert.

 

Acting Members present: Hon. Larry Bagnell for Hon. Bryon Wilfert and Hon. Dan McTeague for Hon. Ujjal Dosanjh.

 

In attendance: Library of Parliament: James Lee, Analyst; Gerald Schmitz, Principal.

 

Appearing: Hon. Peter MacKay, Minister of Foreign Affairs.

 

Witnesses: Department of Foreign Affairs and International Trade: Leonard J. Edwards, Deputy Minister; David Mulroney, Associate Deputy Minister.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 1, 2007, the Committee proceeded to a briefing on the situation in Afghanistan.
 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2007-2008: Votes 1, 5, 10, 20, 25, L30, L35, L40, 45 and 50 under FOREIGN AFFAIRS AND INTERNATIONAL TRADE referred to the Committee on Tuesday, February 27, 2007.
 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the closing of the Canadian consulates
 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing on the federal government's efforts to ratify the United Nations Covenant on the Rights and Dignity of People with Disabilities
 

The Minister made a statement on the above-mentioned order of references and answered questions.

 

The Chair presented the Ninth Report from the Subcommittee on Agenda and Procedure which read as follows:

1. It was agreed, — That the Committee sit from 11:00 a.m. to 1:00 p.m., Thursday, March 29, 2007 rather than its usual time of 9:00 to 11:00 a.m.

2. It was agreed, — That the former Ambassador Gordon Smith be invited to appear with Dr. Barnett Rubin on March 29, 2007 on the situation in Afghanistan.

3. It was agreed, — That the meeting on March 29, 2007 be televised, if possible and that the Clerk arrange to have a working lunch.

4. It was agreed, — That Members will submit a revised list of witnesses from the names on the Consolidated list with appropriate information concerning each witness proposed.

5. It was agreed, — To invite the Minister of National Defence to appear before the Committee on the situation in Afghanistan, either on April 24 or 25, 2007.

6. It was agreed, — To discuss the draft outline for the draft report on Democratic Development on Thursday, March 22, 2007 from 10:00 a.m. to 11:00 a.m.

7. It was agreed, — To invite Walter Dorn to appear on Thursday, March 22, 2007 on the situation in Afghanistan.

 

It was agreed, — That the ninth report of the Subcommittee be concurred in.

 

At 5:34 p.m., the Committee adjourned to the call of the Chair.
