The Standing Committee on Foreign Affairs and International Development met at 9:03 a.m. this day, in Room 209, West Block, the Chair, Kevin Sorenson, presiding.

 

Members of the Committee present: Bill Casey, Hon. Mark Eyking, Peter Goldring, Wajid Khan, Francine Lalonde, Alexa McDonough, Bernard Patry and Kevin Sorenson.

 

Acting Members present: Johanne Deschamps for Vivian Barbot, Michael Ignatieff for Hon. Ujjal Dosanjh, Mario Laframboise for Vivian Barbot, Ted Menzies for Deepak Obhrai, Anthony Rota for Hon. Bryon Wilfert and Hon. Judy Sgro for Hon. Ujjal Dosanjh.

 

In attendance: Library of Parliament: James Lee, Analyst; Gerald Schmitz, Principal.

 

Witnesses: Federation of Canadian Municipalities: Brock Carlton, Director, International Centre for Municipal Development; Gord Steeves, First Vice-President. North Atlantic Treaty Organization: James Appathurai, Spokesman, NATO International Staff. United Nations: Christopher Alexander, Deputy Special Representative of the Secretary General for Afghanistan.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 10, 2006, the Committee resumed its study on Democratic Development.
 

Mr. Appathurai and Mr. Alexander made statements and answered questions.

 

At 10:03 a.m., the sitting was suspended.

At 10:05 a.m., the sitting resumed.

 

Mr. Steeves and Mr. Carlton made statements and answered questions.

 

At 10:57 a.m., the sitting was suspended.

The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Eighth Report from the Subcommittee on Agenda and Procedure which read as follows:

1. It was agreed, — That the Clerk distribute a draft outline of the study on Democractic Development prepared by the Library of Parliament analysts on Tuesday, March 6, 2007;

2. It was agreed, — That the Committee discuss the draft outline at their meeting on Tuesday, March 20,2007;

3. It was agreed, — That the Committee hold their meeting of March 20, 2007 from 3:30 to 5:30 p.m.;

4. It was agreed, — That the Minister of Foreign Affairs appear before the Committee on March 20, 2007;

5. It was agreed, — That a comprehensive list of potential witnesses on the situation in Afghanistan be prepared from submissions by members of the Committee and the analysts, and that the list be distributed by the Clerk;

6. It was agreed, — That the Committee agree to a budget adopted by the Subcommittee on International Human Rights in the amount of $22,900 for a study on Human Rights in China;

7. It was agreed, — That the following witness: Barnett Rubin, Centre of International Cooperation, be invited to appear in relation to the study on Democratic Development.

 

On motion of Bernard Patry, it was agreed, — That the eighth report of the Subcommittee, be concurred in.

 

It was agreed, — That the proposed budget in the amount of $ 22 900, for the period of January 29 to March 31, 2007 be adopted.

 

At 11:00 a.m., the Committee adjourned to the call of the Chair.
