The Standing Committee on Foreign Affairs and International Development met at 9:06 a.m. this day, in Room 269, West Block, the Vice-Chair, Bernard Patry, presiding.

 

Members of the Committee present: Vivian Barbot, Bill Casey, Hon. Ujjal Dosanjh, Peter Goldring, Francine Lalonde, Alexa McDonough, Deepak Obhrai, Bernard Patry and Hon. Bryon Wilfert.

 

Acting Members present: David Anderson for Kevin Sorenson, Hon. Mark Eyking for Hon. Albina Guarnieri and Dave MacKenzie for Wajid Khan.

 

In attendance: Standing Committee on Foreign Affairs and International Development: James Lee, Analyst; Gerald Schmitz, Analyst.

 

Witnesses: Canadian Foodgrains Bank: Stuart Clark, Senior Policy Advisor. As individuals: Malex Alebikiya; Fidelis Wainaina. Partnership Africa Canada: Ian Smillie, Research Coordinator.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on May 10, 2006, the Committee resumed its study on Democratic Development.
 

The witnesses made statements and answered questions.

 

At 10:04 a.m., the sitting was suspended.

At 10:11 a.m., the sitting resumed.

 

Mr. Ian Smillie made a statement and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Ujjal Dosanjh moved, — That this Committee hold hearings, starting at the earliest, for the purpose of evaluating Canada’s mission in Afghanistan and determining how the mission can be balanced, in particular to engage in more rigorous diplomatic and development efforts and accordingly, invite the appropriate Ministers, departmental officials, civil society, representatives of the Diaspora and other relevant witnesses.

Debate arose thereon.

 

At 11:08 a.m., the sitting was suspended and the Committee adjourned to another room.

At 11:29 a.m., the sitting resumed in Room 209, West Block.

 

The Committee resumed consideration of the motion of Ujjal Dosanjh, — That this Committee hold hearings, starting at the earliest, for the purpose of evaluating Canada's mission in Afghanistan and determining how the mission can be balanced, in particular to engage in more rigorous diplomatic and development efforts and accordingly, invite the appropriate Ministers, governmental officials, civil society, representatives of the Diaspora and other relevant witnesses.

The debate continued.

 

Deepak Obhrai moved, — That the motion be amended by deleting all the words after the word “Afghanistan”.

Debate arose thereon.

 

Bryon Wilfert moved, — That the amendment be amended by adding the following: “ and reviewing the present focus and accordingly invite the appropriate Ministers, departmental officials, representatives of civil society, the Diaspora and other relevant witnesses” after the word “Afghanistan”.

Debate arose thereon.

 

After debate, the question was put on the subamendment of Bryon Wilfert and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

It was agreed, — That the amendment, as amended, be adopted.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 4.

 

At 11:50 a.m., the Committee adjourned to the call of the Chair.
