The Standing Committee on International Trade met at 9:07 a.m. this day, in Room 705, La Promenade Building, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Guy André, Leon Benoit, Ron Cannan, Serge Cardin, Helena Guergis, Peter Julian, Hon. Dominic LeBlanc, John Maloney, Ted Menzies and Lui Temelkovski.

 

Acting Members present: Bill Casey for Pierre Lemieux, Hon. Roy Cullen for Hon. Mark Eyking and Tina Keeper for Hon. Mark Eyking.

 

In attendance: Library of Parliament: Michael Holden, Analyst; Elizabeth Kuruvila, Analyst. House of Commons: Susan Baldwin, Legislative Clerk.

The Committee proceeded to the consideration of matters related to Committee business.
 

Peter Julian moved, — That the Standing Committee on International Trade hear testimony from those organizations, businesses and municipalities that have recently written to the Committee to request to testify on Bill C-24, and that they be heard either in person, or by video, or telephone conference before the beginning of clause by clause consideration of Bill C-24 by this Committee.

Debate arose thereon.

 

Ron Cannan moved, — That the debate be now adjourned.

 

A point of order was raised regarding the procedural admissibility of the proposed motion.

 

The Chair ruled the proposed motion admissible as per Standing Order 58.

 

Whereupon, Peter Julian appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:YEAS: Guy André, Ron Cannan, Serge Cardin, Bill Casey, Helena Guergis, Dominic LeBlanc, John Maloney, Ted Menzies, Lui Temelkovski — 9; NAYS: Peter Julian — 1.

The Chair's decision was sustained as the question was not negatived.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Guy André, Ron Cannan, Serge Cardin, Bill Casey, Helena Guergis, Dominic LeBlanc, John Maloney, Ted Menzies, Lui Temelkovski — 9; NAYS: Roy Cullen, Peter Julian — 2.

 
Pursuant to the Order of Reference of Wednesday, October 18, 2006, the Committee resumed consideration of Bill C-24, An Act to impose a charge on the export of certain softwood lumber products to the United States and a charge on refunds of certain duty deposits paid to the United States, to authorize certain payments, to amend the Export and Import Permits Act and to amend other Acts as a consequence.
 

The Committee commenced its clause-by-clause study of the Bill.

 

The witnesses answered questions.

 

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

 

Clause 2 carried on the following recorded division: YEAS: Guy André, Ron Cannan, Serge Cardin, Bill Casey, Roy Cullen, Helena Guergis, Dominic LeBlanc, John Maloney, Ted Menzies, Lui Temelkovski — 10; NAYS: Peter Julian — 1.

 

Clause 3 carried on the following recorded division: YEAS: Guy André, Ron Cannan, Serge Cardin, Bill Casey, Roy Cullen, Helena Guergis, Dominic LeBlanc, John Maloney, Ted Menzies, Lui Temelkovski — 10; NAYS: Peter Julian — 1.

 

On Clause 4,

Peter Julian moved, — That Bill C-24, in Clause 4, be amended by replacing lines 14 to 25 on page 3 with the following:

“(a) the rate that is the Bank of Canada core measure of inflation calculated in respect of that”

 

Ron Cannan moved, — That the total debate for clauses and all amendments are to be limited to a maximum of three (3) minutes per member, and if the Committee would like to extend debate beyond three (3) minutes per member for a specific clause or amendment, this could be accommodated by general vote.

Debate arose thereon.

 

The Chair ruled the proposed motion inadmissible as the Committee was already seized with amendments and Clause 4 of the Bill.

 

The question was put on the amendment of Peter Julian and it was negatived on the following recorded division: YEAS: Peter Julian — 1; NAYS: Guy André, Ron Cannan, Serge Cardin, Bill Casey, Helena Guergis, Tina Keeper, Dominic LeBlanc, John Maloney, Ted Menzies, Lui Temelkovski — 10.

 

The Chair ruled that the following amendment was consequential to the previous amendment and therefore it was also negatived:

That Bill C-24, in Clause 4, be amended by replacing line 38 on page 3 with the following:

“(b) 4%.”

 

Clause 4 carried on the following recorded division: YEAS: Guy André, Ron Cannan, Serge Cardin, Bill Casey, Roy Cullen, Helena Guergis, Dominic LeBlanc, John Maloney, Ted Menzies, Lui Temelkovski — 10; NAYS: Peter Julian — 1.

 

At 12:05 p.m., the sitting was suspended.

At 12:20 p.m., the sitting resumed.

 

Ted Menzies moved, — That the total number of minutes of debate per amendment, per member, be limited up to a maximum of 3 minutes, and that 3 minutes per member also be allotted to the clause, amended or not.

That the Committee finish clause by clause consideration for Bill C-24 by the end of the day on Tuesday, November 7, 2006.

That all clauses that have no proposals for amendments be voted on together, in one vote, at the start of the meeting on Tuesday, November 7, 2006.

That Bill C-24 be reported back to the House on Thursday or as soon as possible.

That the clause by clause consideration for Bill C-24 be completed before considering any other committee business.

That any debate on motions related to Bill C-24 be limited to 3 minutes per person per motion.

Debate arose thereon.

 

Peter Julian moved, — That the motion be amended by replacing the words after “That” with following: “the total number of minutes per amendment per member be limited up to a maximum of three (3) minutes, and that three (3) minutes per member also be allotted to the clause, amended or not, to propose a first amendment of thirty (30) minutes for that first clause;

All clauses that have no proposals for amendments be voted together at the start of the meeting on Tuesday, November 28, 2006;

That the Bill be reported to the House as soon as possible;

That any debate on motions related to Bill C-24 be limited to 30 minutes”.

Debate arose thereon.

 

Ron Cannan moved, — That the Committee extend its sitting till 2:00 p.m. or until the Committee votes on the main motion.
