The Standing Committee on Transport met at 9:00 a.m. this day, in Room 371, West Block, the Vice-President, Jim Gouk, presiding.

 

Members of the Committee present: Don H. Bell, Raymond Bonin, Robert Carrier, Jim Gouk, Hon. Charles Hubbard, Francis Scarpaleggia, Andrew Scheer and Caroline St-Hilaire.

 

Acting Members present: Rob Anders for James Moore, Colleen Beaumier for Hon. Roger Gallaway and Yvon Godin for Peter Julian.

 

In attendance: Library of Parliament: Allison Padova, Analyst.

 

Witnesses: Department of Transport: Kristine Burr, Assistant Deputy Minister, Policy Group; Nada Vrany, Director, National Air Services Policy; Jacques E. Pigeon, Departmental General Counsel, Legal Services. Office of the Commissioner of Official Languages: Dyane Adam, Commissioner of Official Languages; Michel Robichaud, Director General, Investigations Branch; Johane Tremblay, Director, Legal Affairs Branch; Carole Chouinard, Lawyer, Special Advisor.

 
Pursuant to the Order of Reference of Thursday, November 3, 2005, the Committee commenced consideration of Bill C-47, An Act to amend the Air Canada Public Participation Act.
 

Kristine Burr made a statement and, with Jacques E. Pigeon, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Caroline St-Hilaire moved, — That, the Chair of the Standing Committee on Transport write to the Minister of Transport in order to obtain in writing his formal written commitment that officials of the Transport Department will notify and consult the Committee prior to publication in the Canada Gazette of any regulations to reduce the number of flight attendants on board air carriers, request previously made during one of the Committee’s meeting.

Debate arose thereon.

 

After debate, the question was put on the motion and it was agreed to, by a show of hands: YEAS: 9; NAYS: 0.

 
Pursuant to the Order of Reference of Thursday, November 3, 2005, the Committee resumed consideration of Bill C-47, An Act to amend the Air Canada Public Participation Act.
 

Dyane Adam made a statement and, with Johane Tremblay, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, it was agreed, -That CN be asked to appear before the committee on Thursday, November 24, 2005 on the subject of “Pont de Québec”, persuant to a motion agreed to, on june 13, 2005 and that CN be advised to be ready to answer questions on Rail Safety.

 

At 10:58 a.m., the Committee adjourned to the call of the Chair.
