The Standing Committee on Public Accounts met in a televised session at 3:36 p.m. this day, in Room 237-C Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Dean Allison, Gary Carr, David Christopherson, Brian Fitzpatrick, Sébastien Gagnon, Daryl Kramp, Hon. Walt Lastewka, Hon. Shawn Murphy, Benoît Sauvageau, John Williams and Borys Wrzesnewskyj.

 

Acting Members present: Françoise Boivin for Mark Holland.

 

In attendance: Library of Parliament: Brian O'Neal, Analyst; Marc-André Pigeon, Analyst. House of Commons: Pierre Rodrigue, Committee Clerk.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Brian Fitzpatrick moved, — That, pursuant to S.O. 108(3)(g) and Chapter 5 of the November 2003 Report of the Auditor General, the Committee request all electronic and written materials exchanged between the Office of the Minister of Finance and David Herle and/or Earnscliffe for the years 1999 to 2003.

 

It was agreed, — That the motion be amended by replacing the year “1999” with the year “1993”.

 

Shawn Murphy moved, — That the motion be amended by replacing the year “1993” with the year “1984”.

 

The question was put on the amendment of Shawn Murphy and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

After debate, the question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

Brian Fitzpatrick moved, — That, pursuant to S.O. 108(3)(g) and to Chapter 5 of the November 2003 Report of the Auditor General, the Committee request all electronic and written materials of the Ministers office (incl. the Minister, Ms. O’Leary, Karl Littler, and others) relating to the retail debt program as well as all electronic and written materials pertaining to Groupe Everest in the Minister’s Office. This should include regional offices as well, particularly Montreal.

 

It was agreed, — That the motion be amended by replacing the word “others” with the words “Minister Dingwall”.

 

The question was put on the motion, as amended, and it was agreed to, by a show of hands: YEAS: 6; NAYS: 5.

 

David Christopherson moved, — That in accordance with S.O. 108(3)(g) and Chapter 5 of the November 2003 Report of the Auditor General of Canada, Mr. Warren Kinsella provide a copy of the answering machine tape he referred to during his April 18, 2005 testimony.

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 10; NAYS: 1.

 

Brian Fitzpatrick moved, — That in reference to Chapters 3, 4 and 5 of the November 2003 Report of the Auditor General, which was brought to the attention of the Canadian public that there appears to be wide spread and systemic corruption at the highest levels of the Liberal Government, spanning many years, and now that this has all been revealed at the Gomery Commission, this committee report to the House that in its opinion, the government should immediately resign.

 

After debate, the question was put on the motion and it was negatived, by a show of hands: YEAS: 5; NAYS: 6.

 

At 4:40 p.m., Benoît Sauvageau took the Chair.

 

At 4:44 p.m., John Williams took the Chair.

 

At 5:32 p.m., the Committee adjourned to the call of the Chair.
