Thursday, February 26, 2004

The Standing Committee on Finance met at 10:02 a.m. this day, in Room 269 West Block, the Chair, Roy Cullen, presiding.

Members of the Committee present: Roy Cullen, Rodger Cuzner, Nick Discepola, Rahim Jaffer, Sophia Leung, John McKay, Pierre Paquette, Alex Shepherd, Monte Solberg and Hon. Robert Thibault.

Acting Members present: Hon. Eleni Bakopanos for Hon. Maria Minna.

In attendance: Library of Parliament: June Dewetering, Principal ; Blayne Haggart, Analyst ; Stephen Laurent, Analyst.

Witnesses: Department of Finance: Dennis Kam, Executive Director, Finance and Administration / Corporate Services Branch; Lynn MacFarlane, Deputy Director, FINTRAC; Frank Swedlove, General Director, Financial Sector Policy Branch; Pierre Doucet, Chief, Program Payments and Estimates / Federal-Provincial Relations and Social Policy Branch; François Delorme, Director, Federal-Provincial Relations and Social Policy Branch; Peter DeVries, Director, Assistant Deputy Minister's Office, Economic and Fiscal Policy Branch. Canada Revenue Agency: James Ralston, Interim Chief Financial Officer & Assistant Commissioner, Finance and Administration Branch; Stephen O'Connor, Deputy Assistant Commissioner, Finance and Administration Branch.

Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B) for the fiscal year ending March 31, 2004 : Votes 1b, 16b, 25b and 30b, under the Department of Finance and Vote 1b under the Canada Customs and Revenue Agency referred to the Committee on February 19, 2004

Dennis Kam made a statement and, with Lynn Macfarlane, Frank Swedlove, François Delorme, Pierre Doucet and Peter DeVries answered questions.

At 10:53 a.m., the sitting was suspended.

At 10:57 a.m., the sitting resumed.

James Ralston made a statement and, with Stephen O'Connor, answered questions.

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

1. It was agreed, — That the Senior Officials from the Department of Finance and from Canada Customs Revenue Agency be invited on Supplementary Estimates (B) on Thursday, February 26, 2004 from 10:00 a.m. to 11:00 a.m. and from 11:00 a.m. to 12:00 p.m. for Canada Customs Revenue Agency.

2. It was agreed, — That the Committee proceed with the Bill C-21 and C-421 during the week of March 8, commencing Monday, March 8, 2004.

3. It was agreed, — That the Committee invite Diane Ablonczy on Monday, March 8, 2004.

4. It was agreed, — That the Committee proceed with the Main Estimates 2004-2005 during the week of March 22, 2004.

5. It was agreed, — That the Committee, on the Main Estimates 2004-2005, invite first, the Senior Officials from the Department of Finance and Canada Customs Revenue Agency followed by the appearence of the Minister of Finance and the Minister of National Revenue.
