MINUTES OF PROCEEDINGS

Meeting No. 31

Monday, April 28, 2003

The Standing Committee on Government Operations and Estimates met in camera at 11:18 a.m. this day, in Room 362, East Block, the Chair, Reg Alcock, presiding.

Members of the Committee present: Reg Alcock, Carolyn Bennett, Roy Cullen, Ken Epp, Raymonde Folco, Paul Forseth, Robert Lanctôt, Judy Sgro, Paul Szabo, Tony Tirabassi and Tony Valeri.

Acting Members present: Joe Jordan for Steve Mahoney; Dominique Leblanc for Tony Valeri; Dominique Leblanc for Steve Mahoney.

 In attendance: From the Library of Parliament:  Jack Stilborn, Analyst.

Witnesses: From the Sussex Circle Inc.: James R. Mitchell, Partner. From the Canadian Centre for Management Development: Jocelyn Bourgon, President.

Pursuant to Standing Order 108(2), the Committee proceeded to consider its Future Business.

It was agreed -- that before the Committee resumes clause-by-clause consideration of bill C-25, the Committee invite the following individuals to appear in the week of April 28, 2003:

-         Donald Savoie

-         James R. Mitchell

-         Nicholas d’Ombrain

-         Jocelyne Bourgon

It was agreed -- that, in the time remaining before May 30, 2003, the Committee proceed to the consideration of the Main Estimates.

It was agreed -- that the Committee invite the officials from the department of Public Works and Government Services, from the department of Foreign Affairs and International Trade, from Industry Canada and from Treasury Board Secretariat in relation to electronic tendering systems.

It was agreed-- that the Committee hold an in camera meeting on Tuesday, April 29, 2003 at 3:30 p.m. to discuss Future Business and schedule for clause-by-clause proceedings of Bill C-25.

At 12:12 p.m., the Committee proceeded to sit in public.

Pursuant to its Order of Reference of Thursday, February 20, 2003, the Committee resumed consideration of Bill C-25, An Act to modernize employment and labour relations in the public service and to amend the Financial Administration Act and the Canadian Centre for Management Development Act and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, February 27, 2003, Meeting No. 12).

James R. Mitchell and Jocelyn Bourgon each made an opening statement and answered questions.

At 1:32 p.m., the Committee adjourned to the call of the Chair.
