Meeting No. 12

Thursday, February 27, 2003

The Standing Committee on Government Operations and Estimates met in a televised session at 9:05 a.m. this day, in Room 237-C, Centre Block, the Chair, Reg Alcock, presiding.

Member of the Committee present: Reg Alcock, Roy Cullen, Ken Epp, Raymonde Folco, Paul Forseth, Robert Lanctôt, Judy Sgro, Paul Szabo, Tony Tirabassi and Tony Valeri.

Acting Member present: Joe Comartin for Pat Martin.

In attendance: From the Library of Parliament:  Jack Stilborn, Analyst. From the Committees Directorate:  Lisa Chartier-Derouin, Co-clerk.

Appearing: From the House of Commons: The Hon. Lucienne Robillard, President of the Treasury Board.

Witnesses: From the Privy Council Office: Ranald Quail, Deputy Minister, Task Force on Modernizing Human Resources Management in the Public Service; Monique Boudrias, Assistant Deputy Minister, Task Force on Modernizing Human Resources Management in the Public Service. From the Treasury Board of Canada Secretariat: James Lahey, Associate Secretary.

The Order of Reference dated Thursday, March 20, 2003, being now read as follows:

ORDERED, -- That Bill C-25, An Act to modernize employment and labour relations in the public service and to amend the Financial Administration Act and the Canadian Centre for Management Development Act and to make consequential amendments to other Acts be now read a second time and referred to the Standing Committee on Government Operations and Estimates.

The Committee commenced consideration of Bill C-25.

Pursuant to Standing Order 75(1), consideration of Clause 1 was postponed.

The Chair called Clause 2.

The Minister made an opening statement and answered questions with Ranald Quail, Monique Boudrias, James Lahey.

At 10:40 a.m., the sitting was suspended.

At 10:45 a.m., the sitting resumed.

The Committee proceeded to sit in camera to discuss Future Business.

It was agreed, - That all the witnesses on the witness list for Bill C-25 be invited to appear.

It was agreed, - That pursuant to Standing Order 81(5) the Committee study all the Supplementary Estimates (B) referred to the Committee as well as the Statutory Items and Treasury Board Contingency Items.

At 11:05 a.m., the Committee adjourned to the call of the Chair.
