Meeting No. 24

Tuesday, February 11, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in a televised session at 10:31 a.m. this day, in Room 253-D, Centre Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Raymond Bonin, Stan Dromisky, Charles Hubbard, Nancy Karetak-Lindell, Yvan Loubier, Julian Reed, Benoît Serré, Maurice Vellacott.

Other Member present: Rick Laliberté.

In attendance: From the Committees Branch: Rémi Bourgault, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley and Carol Hilling, Analysts.

Witness(es): From the Canadian Ecumenical Justice Initiatives (Kairos): Jane Orion Smith, Chair; Ed Bianchi, Aboriginal Rights Policy Advocate; Carl Rausch, Chair, Aboriginal Rights Committee; Sister Dorothy Moore, Aboriginal Rights Committee. From the Kaska Tribal Council: Chief Hammond Dick.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

Jane Orion Smith, Ed Bianchi, Carl Rausch and Sister Dorothy Moore each made an opening statement and answered questions.

At 11:04 a.m., the sitting was suspended.

At 11:32 a.m., the sitting resumed.

Chief Hammond Dick made an opening statement and answered questions.

At 12:26 p.m., the Committee adjourned to the call of the Chair.
