Meeting No. 19

Monday, February 3, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 3:36 p.m. this day, in Room 209, West Block, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Gérard Binet, Raymond Bonin, Charles Hubbard, Nancy Karetak-Lindell, Pat Martin and Brian Pallister.

In attendance: From the Library of Parliament: Carol Hilling and Mary Hurley, Analysts. 

In attendance: From the Committees Branch: Rémi Bourgault, Committee Clerk.

Witnesses: From the Canadian Bar Association National Aboriginal Law Section: Garth Wallbridge, Chair; Tamra L. Thomson, Director, Legislation and Law Reform. From the Algonquins of Pikwakanagan: Ron Bernard, Council Member, Lisa Ozawanimke, Chief. From the Center for Nation Building: Michael Kanentakeron Mitchell, Executive Director.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

Tamra Thomson and Garth Wallbridge each made an opening statement and answered questions.

Ron Bernard made an opening statement and with the witness answered questions.

Michael Mitchell made an opening statement and answered questions.

At 5:33 p.m., the Committee adjourned to the call of the Chair.
