The Standing Committee on Finance met at 11:10 a.m. this day, in Room 269, West Block, the Chair, Sue Barnes, presiding.

Members of the Committee present: Sue Barnes, Scott Brison, Roy Cullen, Ken Epp, Yvan Loubier, Pauline Picard, Bryon Wilfert.

Acting Members present: Hedy Fry for Carolyn Bennett, Raymonde Folco for Nick Discepola, Maria Minna for Albina Guarnieri, Gérard Binet for Sophia Leung, Mark Eyking for Shawn Murphy, Sarkis Assadourian for Gary Pillitteri.

In attendance: From the Research Branch of the Library of Parliament: June Dewetering, Acting Principal, Marc-André Pigeon, Research Officer.

Pursuant to its Order of Reference of Tuesday, October 16, 2001, the Committee resumed consideration of Bill C-209, An Act to amend the Income Tax Act (Public Transportation Costs) (See Minutes of Proceedings, Wednesday, February 27, 2002, Meeting No. 82).

The Committee proceeded to the clause-by-clause consideration of the Bill.

Roy Cullen moved, --That, since the Committee is not convinced that the measure proposed in Bill C-209 is the most cost-effective means of encouraging the use of public transit, and believes that additional study is needed of measures by which public transit use among all residents of Canada, including the poor, and not just taxpayers, might be encouraged in the most cost effective manner possible in light of the fiscal realities of government, the Committee recommends to the House that Bill C-209 not be further proceeded with, the Order discharged and the Bill withdrawn.
