On Wednesday, February 28, 2007, the Standing Committee on Natural Resources met in camera to discuss its draft report on the Oil Sands. On March 2, 2007, an article published by the Canadian Press made reference to the confidential draft report of the Committee in advance of its presentation to the House of Commons. The article quoted, word by word, entire sections of the draft report. In light of this matter, the Committee has reason to believe that a potential breach of privilege has occurred, and on Wednesday, March 21, 2007, the Committee unanimously adopted the following motion: o That the Committee report to the House of Commons the potential breach of privilege resulting from the release of information to the Canadian Press contained in the confidential draft report entitled “The Oil Sands: Toward Sustainable Development”, prior to its presentation to the House. Your Committee feels it is their duty to place these matters before the House at this time since a question of privilege may be involved and to give the House an opportunity to reflect on these matters. |
Le mercredi 28 février 2007, le Comité permanent des ressources naturelles s’est réuni à huis clos pour discuter de son rapport provisoire sur les sables bitumineux. Le 2 mars 2007, un article publié par la Presse canadienne faisait référence au rapport provisoire confidentiel du Comité avant qu’il ne soit présenté à la Chambre des communes. L’article citait, mot par mot, des sections entières du rapport provisoire. En conséquence, le Comité a ses raisons de croire qu’il pourrait y avoir eu atteinte au privilège, et il a adopté à l’unanimité, le mercredi 21 mars 2007, la motion suivante : o Que le Comité fasse rapport à la Chambre des communes de la possibilité d’une atteinte au privilège par suite de la divulgation à la Presse canadienne d’information figurant dans l’ébauche du rapport confidentiel intitulé : « Les sables bitumineux : Vers un développement durable » avant sa présentation à la Chambre. Le Comité estime qu’il est de son devoir de soumettre cette question à la Chambre, car il pourrait s’agir d’une question de privilège, et la Chambre devrait avoir l’occasion de se pencher là-dessus. |
