House of Commons Procedure and Practice - 8. The Parliamentary Cycle - Recall During a Prorogation

 

When Parliament is prorogued, the proclamation issued by the Governor General on the advice of the Prime Minister includes a date for the opening of the new session. This date can be changed by means of a further proclamation, resulting not in a recall as such but in an opening of the session at an earlier date than that given in the initial proclamation. The new session commences and is conducted as an ordinary session.
