Pursuant to Standing Order 108(2), and with regard to the study of Bill C-13, An Act to establish the Canadian Institutes of Health Research, to repeal the Medical Research Council Act and to make consequential amendments to other Acts, the Committee presents the following recommendations to the House of Commons: |
Conformément à l'article 108(2) du Règlement et dans le cadre de l'examen du projet de loi C-13, Loi portant création des Instituts de recherche en santé du Canada, abrogeant la Loi sur le Conseil de recherches médicales et modifiant d'autres lois en conséquence, le Comité présente les recommandations suivantes à la Chambre des communes : |

a) In light of the diversity of interests that must be balanced in achieving the objective of the Canadian Institutes of Health Research, the Committee recommends that the Governing Council develop and implement appropriate conflict of interest guidelines for the agency, including the Institutes of Health Research. |
a) Étant donné la diversité des intérêts à maintenir en équilibre pour que les Instituts de recherche en santé du Canada puissent s'acquitter de leur mission, le Comité recommande que le conseil d'administration élabore et mette en place des lignes directrices appropriées relatives aux conflits d'intérêt, pour l'agence et pour les Instituts de recherche en santé. |

b) The committee recognizes that aboriginal health issues are of significant interest to Canadians and further recommends that the Governing Council of the Canadian Institutes of Health Research take this into consideration when establishing the institutes. |
b) Le Comité est conscient de l'importance particulière pour les Canadiens des questions touchant la santé des autochtones et il recommande également que le conseil d'administration des Instituts de recherche en santé en tienne compte lors de l'établissement des instituts. |
