Pursuant to the order of reference of Thursday, February 10, 2022, the committee resumed consideration of Bill C-8, An Act to implement certain provisions of the economic and fiscal update tabled in Parliament on December 14, 2021 and other measures.

The witnesses answered questions.

The committee commenced its clause-by-clause study of the Bill.

Pursuant to Standing Order 75(1), consideration of Clause 1 (short title) was postponed.

Gabriel Ste-Marie moved, — That Bill C-8, in Clause 10, be amended by adding after line 35 on page 25 the following:

“(3.1) The tax under subsection (3) may only be applied in a province with the agreement of that province.”

The Chair ruled the proposed amendment inadmissible because it was beyond the scope of the Bill, as provided on page 770 of House of Commons Procedure and Practice, Third Edition.

Whereupon, Gabriel Ste-Marie appealed the decision of the Chair.

Adam Chambers moved, — That Bill C-8 be amended by adding after line 17 on page 108 the following new clause:

“PART 2.1

Prohibition on Residential Property Purchases

40.1 It is prohibited for an individual who is neither a citizen, within the meaning of subsection 2(1) of the Citizenship Act, nor a permanent resident, within the meaning of subsection 2(1) of the Immigration and Refugee Protection Act, and who does not reside in Canada to purchase a residential property, within the meaning of section 2 of the Underused Housing Tax Act, for a period of two years following the day on which this Act comes into force.”

The Chair ruled the proposed amendment inadmissible because it was beyond the scope of the Bill, as provided on page 770 of House of Commons Procedure and Practice, Third Edition.

Whereupon, Ed Fast appealed the decision of the Chair.

“(3) Within three months after the day on which this section comes into force, and every three months after that, the Minister of Health must prepare a report setting out how the payments made under subsection (1) have been used by the provinces and territories and cause it to be tabled in each House of Parliament on any of the first 15 days on which that House is sitting after the report is completed.”

“(2) Within three months after the day on which this section comes into force, and every three months after that, the Minister of Health must prepare a report setting out the payments made under subsection (1), the number of tests purchased and how they were distributed, and cause it to be tabled in each House of Parliament on any of the first 15 days on which that House is sitting after the report is completed.”

Debate arose thereon.

The committee resumed consideration of the amendment of Daniel Blaikie, — That Bill C-8, in Clause 46, be amended by adding after line 28 on page 111 the following:

“(2) Within three months after the day on which this section comes into force, and every three months after that, the Minister of Health must prepare a report setting out the payments made under subsection (1), the number of tests purchased and how they were distributed, and cause it to be tabled in each House of Parliament on any of the first 15 days on which that House is sitting after the report is completed.”

Terry Beech moved, — “That the amendment be amended by replacing the words “payments made” with the following: “number of payments made and the total amount paid” and by adding after the word “subsection (1)” the following: “should any payments be made under the Act during that period”.

After debate, the question was put on the subamendment of Terry Beech and it was agreed to.

The question was put on the amendment of Daniel Blaikie, as amended, and it was agreed to.
