Pursuant to Standing Order 108(2) and the motion adopted by the committee on Thursday, May 5, 2022, the committee proceeded to a briefing from the Global Fund to Fight AIDS, Tuberculosis and Malaria.

Pursuant to Standing Order 108(2) and the motion adopted by the committee on Monday, January 31, 2022, the committee resumed its study of the Situation in the Taiwan Strait.

Michael D. Chong moved, — That the Standing Committee on Foreign Affairs and International Development supports the full participation of Taiwan in the International Civil Aviation Organization and its 41st Triennial Assembly to be held on September 27, 2022 to October 14, 2022; that this be reported to the House as soon as possible; and that the committee request a government response.

Robert Oliphant moved, — That the motion be amended by adding after the words “participation of Taiwan in the International Civil Aviation Organization” the following: “while respecting the membership requirements of the organization”.

Hedy Fry moved, — That, pursuant to Standing Order 108(2), given recent reports of international backsliding related to women’s sexual and reproductive health and rights, the Standing Committee on Foreign Affairs undertake a comprehensive study on the global access to the full range of health services, including family planning and modern contraception; comprehensive sexuality education; safe and legal abortion and post-abortion care; laws restricting or prohibiting women’s rights to abortion, the medical and socioeconomic importance of maintaining the right to access safe abortion; and prevention and treatment of HIV/AIDS and sexually transmitted infections and what actions Canada can undertake to support women’s sexual and reproductive health and rights globally; that the committee hold no fewer than (5) five meetings; and that the committee report its findings to the House.

The Chair ruled that once the committee pronounces itself on a topic, in this particular case defeating an amendment, it does prevent the same amendment from being moved again. He also stated that having defeated an amendment does not prevent Members from being able to discuss that part of the motion and refer to it in debate, and declared that the Member was in order.

On motion of Rachel Bendayan, it was agreed, — That Ali Ehsassi be elected Chair of the committee.

Garnett Genuis moved, — That the Committee establish a calendar for the remaining meetings in June.

A point of order was raised as to the procedural acceptability of having more than one substantive motion on the floor at a time, and whether or not the election of a Chair constitutes a new substantive question, therefore suspending the debate that was currently before the committee.

RULING BY THE CHAIR

The Chair ruled that the election of a Chair does not constitute a new substantive question before the Committee, and that therefore the committee remained seized with the motion and amendment previously under debate. As the committee can only be seized with one substantive motion at a time, the motion of Garnett Genuis was inadmissible. The Chair further ruled that as the committee was seized with the motion of Dr. Fry and the amendment of Mr. Genuis, the adjournment motion moved by Mr. Genuis was improperly before the Committee, and therefore was also inadmissible.

Whereupon, Garnett Genuis appealed the decision of the Chair.
