Pursuant to the order of reference of Monday, October 26, 2020, the committee resumed its study of the emergency situation facing Canadians in light of the COVID-19 Pandemic.

The witnesses made statements.

At 1:12 p.m., the sitting was suspended.

At 1:13 p.m., the sitting resumed.

At 1:23 p.m., the sitting was suspended.

At 1:26 p.m., the sitting resumed.

Motion

Michelle Rempel Garner moved, — That the committee proceed to questioning witnesses.

RULING BY THE CHAIR

The Chair ruled the motion out of order as it would contravene to the usual practice of hearing witnesses before questioning the witnesses.

Whereupon, Michelle Rempel Garner appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was overturned on the following recorded division:

YEAS: Mike Kelloway, Jennifer O'Connell, Marcus Powlowski, Sonia Sidhu, Tony Van Bynen — 5;

NAYS: Don Davies, Chris d'Entremont, Earl Dreeshen, Larry Maguire, Michelle Rempel Garner, Luc Thériault — 6.

It was agreed, — That the committee now question the witnesses.

The witnesses answered questions.

Michelle Rempel Garner gave notice of the following motion:

That, in relation to the Standing Committee on Health’s study “Emergency Situation Facing Canadians in Light of the COVID-19 Pandemic,” the Committee do summons Patricia Gauthier, Canada Country Manager for Moderna, and other Moderna representatives, to appear for no less than 2 hours, by April 30, 2021.

At 4:10 p.m., the committee adjourned to the call of the Chair.
