Pursuant to the Order of Reference of Wednesday, September 23, 2020, the committee resumed its study of Canada-China relations.

Dominic Barton made a statement and answered questions.

Motion

Garnett Genuis moved, — That, as part of its study on national security, the committee examine the national security implications of the National Research Council’s COVID-19 vaccine collaboration with CanSino Biologics, and invite the following witnesses to appear during the week of December 14, 2020, provided that all parties agree to extend the ability of committees to meet in a hybrid format:

a) The Minister of Public Safety and Emergency Preparedness;

b) Representatives from CanSino Biologics;

c) David Vigneault, Director of the Canadian Security Intelligence Service (CSIS);

d) Iain Stewart, President of the National Research Council, and;

any other witnesses the Committee deems necessary and report its findings to the House.

Debate arose thereon.

On motion of Jack Harris, it was agreed, — That the motion be amended by deleting the words “during the week of December 14, 2020”.

The debate on the motion, as amended, continued.

Motion

Robert Oliphant moved, — That the debate be now adjourned.

The question was put on the motion and it was agreed to on the following recorded division:

YEAS: Stéphane Bergeron, Michael D. Chong, Peter Fragiskatos, Jack Harris, Robert Oliphant, Pierre Paul-Hus, Arif Virani, Jean Yip, Sameer Zuberi — 9;

NAYS: Garnett Genuis, John Williamson — 2.

It was agreed, — That the deadline for parties to submit their prioritized list of witnesses with contact information to the clerk of the committee, regarding the study of issues related to national security as they relate to the committee’s mandate, including, but not limited to, cybersecurity and the threat of foreign influence be extended to Friday, December 18, 2020.

At 8:45 p.m., the committee adjourned to the call of the Chair.
