The committee proceeded to the consideration of matters related to Committee business.

The committee resumed consideration of the motion moved by Michael Barrett, on Wednesday, February 26, 2020, which read as follows:

That the committee commence a study on the report by the Conflict of Interest and Ethics Commissioner entitled Trudeau II Report, published on August 14, 2019. That the Conflict of Interest and Ethics Commissioner be invited to appear for no less than two hours to brief the committee on his report and that he be given 20 minutes for a prepared statement followed by questions from committee members. That the committee invite other witnesses as required and that the committee table a report in the House of Commons no later than May 29, 2020.

A point of order was raised regarding the procedural admissibility of the proposed motion, as a motion on the subject had already been decided.

RULING BY THE CHAIR

The Chair ruled the motion in order as the means were different and thus had sufficient variance to constitute a new question.

The question was put on the motion and it was negatived on the following recorded division:

YEAS: Charlie Angus, Michael Barrett, Jacques Gourde, Damien Kurek — 4;

NAYS: Gary Anandasangaree, Élisabeth Brière, Han Dong, Greg Fergus, Marie-Hélène Gaudreau, Brenda Shanahan — 6.

At 4:30 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

It was agreed, — That the First Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Wednesday, February 26, 2020, to consider business of the committee and agreed to make the following recommendations:

1. That on March 9th, March 11th and March 23rd, subject to their availability, the committee invite the Information Commissioner of Canada, Caroline Maynard; the Privacy Commissioner of Canada, Daniel Therrien; the Commissioner of Lobbying of Canada, Nancy Bélanger; and the Conflict of interest and Ethics Commissioner of Canada, Mario Dion, to report on the work of their respective offices.

2. That the committee undertake a study on the possible reform of the national identity system and

That the evidence and documentation received by the committee during the First session of the 42nd Parliament on the subject be taken into consideration by the committee in the current session; and

That the committee adopt the report entitled Privacy and Digital Government Services adopted during the first session of the 42nd Parliament.

3. That on March 25th, subject to the committee’s schedule, the committee receive an update from the analysts of the Library of Parliament on the report concerning the privacy of digital government services from the first session of the 42 Parliament and presented in the House on June 18, 2019.

That the analysts provide a suggested witness list by March 9th; and

That members submit their witness preferences by March 13; and

That, during the second hour on March 25th, subject to availability, two additional witnesses be heard.

4. That with regards to the committee’s study on facial recognition, the analysts of the Library of Parliament provide a suggested witness list for distribution by March 9th.

That members submit their witness lists to the Clerk by the end of the day on March 13th.

That the full list of witnesses be distributed by the Clerk to the members by March 16th.

That the Subcommittee meet on March 23 from 5:30 – 6:30 p.m. to finalize the list of witnesses.

That the study commence on March 30th and that the committee invite the relevant officials.

Pursuant to Standing Order 108(3)(h)(iv) and the motion adopted by the committee on Wednesday, February 26, 2020, the committee proceeded to a briefing with the Commissioner of Lobbying.

The witness made a statement and answered questions.

At 5:34 p.m., the committee adjourned to the call of the Chair.
