Pursuant to Standing Order 81(5), the Committee commenced consideration of the Supplementary Estimates (B), 2018-19: Vote 1b under Leaders' Debates Commission and Vote 1b under Office of the Chief Electoral Officer, referred to the Committee on Monday, January 28, 2019; and

Pursuant to Standing Order 81(6), the Committee commenced consideration of the Interim Estimates 2019-20: Vote 1 under House of Commons, Vote 1 under Leaders' Debates Commission, Vote 1 under Office of the Chief Electoral Officer and Vote 1 under Parliamentary Protective Service, referred to the Committee on Monday, January 28, 2019.


The Chair called Votes 1b and 1 under Office of the Chief Electoral Officer.

Stéphane Perrault made a statement and, with the other witnesses, answered questions.

Vote 1b under Office of the Chief Electoral Officer carried.

Vote 1 under Office of the Chief Electoral Officer carried.

At 12:12 p.m., the sitting was suspended.

At 12:21 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That, pursuant to Standing Order 108(3)(a)(iii), the Committee undertake a study of parallel chambers; that Bruce Stanton, M.P., be invited to appear on Tuesday, February 26, 2019; and that the Clerk of the United Kingdom House of Commons be invited to appear by videoconference on Thursday, February 28, 2019.

It was agreed, — That, on Thursday, February 28, 2019, the Committee receive a briefing from the House Administration on the implementation of changes to the House of Commons petition system.

Pursuant to the Order of Reference of Tuesday, June 19, 2018, the Committee resumed consideration of the question of privilege related to the matter of the Royal Canadian Mounted Police publications respecting Bill C-71, An Act to amend certain Acts and Regulations in relation to firearms.

The Committee resumed consideration of a draft report.

At 12:36 p.m., the Committee adjourned to the call of the Chair.
