The Committee proceeded to the consideration of matters related to Committee business.

The Committee resumed consideration of the motion moved by Scott Reid, on Thursday, February 25, 2016, — That the federal members of the Independent Advisory Board for Senate Appointments be invited to appear before the Committee before the end of March 2016, to answer all questions relating to their mandate and responsibilities.

It was agreed, — That the motion be amended by adding after the words “before the end of March” the following: “or April”.

Debate arose on the motion as amended.

The question was put on the motion, as amended, and it was negatived on the following recorded division:

YEAS: David Christopherson, Scott Reid, Blake Richards, Jamie Schmale — 4;

NAYS: David de Burgh Graham, Joël Lightbound, Ginette Petitpas Taylor, Ruby Sahota, Anita Vandenbeld — 5.

It was agreed, — That the Committee proceed to sit in camera.

At 11:24 a.m., the sitting was suspended.

At 11:26 a.m., the sitting resumed in camera.

It was agreed, — That, in relation to its study of initiatives toward a family-friendly House of Commons, the Committee invite witnesses including sitting Members of Parliament, former Members of Parliament, parliamentary spouses, the House of Commons Administration, parliamentary and political staff, relevant experts, academics, other Parliaments and legislative assemblies; that, if feasible, meetings be arranged in a format of one-hour themed panels; that, if necessary, the Committee meet outside its usual timeslot; and that the Chair be authorized to adjust the schedule of hearings and witness appearances as required.

It was agreed, — That the Committee proceed to sit in public.

At 12:13 p.m., the sitting was suspended.

At 12:13 p.m., the sitting resumed in public.

On motion of David Christopherson, it was agreed, — That, pursuant to correspondence dated March 1, 2016, from the Speaker, the Committee request from the House Administration options to consider with respect to possible Standing Order provisions that would allow modification of the hours or days of sitting in an emergency situation.

It was agreed, — That, in relation to the motion adopted by the Committee on Thursday, March 10, 2016, concerning its study of the Main Estimates 2016-17, the Committee reschedule its hearing on Vote 1 under House of Commons and Vote 1 under Parliamentary Protective Service; and that the Committee invite the Chief Electoral Officer to appear for one hour before Tuesday, May 3, 2016, in connection with Vote 1 under Office of the Chief Electoral Officer and the 2016-17 Report on Plans and Priorities of the Office of the Chief Electoral Officer, referred to the Committee on Monday, March 7, 2016.

At 12:32 p.m., the Committee adjourned to the call of the Chair.
