Pursuant to Standing Order 108(3)(c) and the motion adopted by the Committee on Thursday, July 28, 2016, the Committee resumed its study of the Phoenix Payroll System.

The Hon. Judy Foote made a statement and, with Marie Lemay and Gavin Liddy, answered questions.

Hon. Steven Blaney gave notice of the following motion:

That the Minister be invited to reappear before the Committee by October 31, 2016, for an update on the Phoenix Payroll System and specifically address the backlog issue.

At 4:34 p.m., the sitting was suspended.

At 4:39 p.m., the sitting resumed.

Marie Lemay, Gavin Liddy and Brigitte Fortin answered questions.

Motion

Erin Weir moved, — That the Committee reopen its study of Shared Services Canada and invite former Chief Statistician Wayne Smith to appear as a witness.

At 4:58 p.m., the sitting was suspended.

At 4:58 p.m., the sitting resumed.

RULING BY THE CHAIR

The Chair ruled the motion inadmissible as it does not relate to the subject at hand.

At 5:35 p.m., the sitting was suspended.

At 5:40 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That in relation to the study of Canada Post, the proposed budget in the amount of $ 172 077.20, for the Committee’s travel to Surrey, Edmonton, Calgary, Yellowknife, Moose Jaw, Regina, Winnipeg and Scanterbury in the Fall of 2016, be adopted.

It was agreed, — That each Party provide a prioritized list of witnesses per city to the Clerk by no later than 4:00 p.m. on Thursday, September 22, 2016.

It was agreed, — That, in relation to its study of Shared Services Canada, the Committee invite former Chief Statistician Wayne Smith to appear.

It was agreed, — That the Minister be invited to appear to brief the Committee on the Phoenix Payroll System and specifically address the backlog issue.

At 6:21 p.m., the Committee adjourned to the call of the Chair.
