The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Committee proceed to sit in public.

At 3:40 p.m., the sitting was suspended.

At 3:41 p.m., the sitting resumed in public.

Motion

François Choquette moved, — That the Committee invite the Minister of Families, Children and Social Development regarding the actions his department has taken or will take to respond to the recommendations in the Commissioner of Official Languages’ report, entitled: “Early Childhood: Fostering the Vitality of Francophone Minority Communities”.

After debate, the question was put on the motion and it was agreed to.

Motion

François Choquette moved, — That the Committee invite the Minister of Canadian Heritage to appear before the Committee by December 1, 2017, to give an update on the progress made on the 2018–2023 Action Plan for Official Languages, in light of the June 2017 report on the cross-Canada official languages consultations; and that this meeting be televised.

Debate arose thereon.

On motion of Darrell Samson, it was agreed, — That the motion be amended by replacing the words “give an update on the progress made on the 2018–2023 Action Plan for Official Languages, in light of the June 2017 report on the cross-Canada official languages consultations ” with the words “inform us about the Official Languages Annual Report 2015-16”.

The debate continued.

On motion of Paul Lefebvre, it was agreed, — That the motion be amended by replacing the words “December 1” with the words “December 15”.

After debate, the question was put on the motion, as amended, and it was agreed to.

The motion, as amended, read as follows:

That the Committee invite the Minister of Canadian Heritage to appear before the Committee by December 15, 2017, to inform us about the Official Languages Annual Report 2015-16; and that this meeting be televised.

At 3:55 p.m., the sitting was suspended.

At 3:56 p.m., the sitting resumed in camera.

Pursuant to Standing Order 108(3)(f) and the motion adopted by the Committee on Thursday, February 23, 2017, the Committee resumed its study of Air Canada’s implementation of the Official Languages Act.

The Committee resumed consideration of a draft report.

It was agreed, — That the draft report, as amended, be adopted.

It was agreed, — That the report be entitled: Air Canada’s Implementation of the Official Languages Act: Aiming for Excellence.

ORDERED, — That the Chair present the report to the House.

It was agreed, — That the Chair, Clerk and Analyst be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

It was agreed, — That the Committee append to its report any dissenting and/or supplementary opinions provided that they are no more than ten (10) pages in length, in the same style and format as the report (Arial, 12 point, single space); and that it is submitted electronically in both official languages to the Clerk of the Committee, no later than Friday, October 27, 2017, at 4:00 p.m. (EST).

It was agreed, — That the Analyst and the Clerk, in consultation with the Chair, prepare a news release for publication on the Committee's website and for distribution upon presentation of the report to the House.

It was agreed, — That the Clerk of the Committee make the necessary arrangements for a press conference to be held after the presentation of the Committee's report to the House.

At 5:11 p.m., the Committee adjourned to the call of the Chair.
