The motion asks the Committee to (i) develop a definition of precarious employment, including specific indicators, as well as examine current data and options to expand available data, and (ii) identify the role that precarious employment plays in the economy and in the federally-regulated private sector and the impact it has on the lives of individual Canadians.

Pursuant to the Order of Reference of Wednesday, 27 February 2019, the Committee agreed to invite witnesses to appear for three meetings, including: one meeting dedicated to hearing from the sponsor of M-194, Precarious Employment in Canada, the Member from Sault Ste. Marie, for one hour, and the other hour dedicated to hearing from departmental officials from Employment and Social Development Canada and Statistics Canada; two meetings dedicated to hearing from witnesses on the topic of M‑194 and specifically on the topics of precarious employment in Canada, definitions and indicators of precarious employment, data on employment and precarious employment levels of Canadians and as compared with international indicators, better understanding the nature of precarious employment, the role that precarious employment plays in our economy, specifically within the federally-regulated sectors, and the impact that precarious jobs and employment have on the lives of Canadians and those living within Canada.
