Pursuant to Standing Order 108(2), the Committee commenced its study of the Human Rights Situation in South Sudan.

The Committee commenced consideration of a draft report.

It was agreed, — That the draft report, be adopted.

It was agreed, — That the report be entitled: "Scorched Earth: Responding to Conflict, Human Rights Violations and Manmade Humanitarian Catastrophe in South Sudan".

It was agreed, — That the Chair, Clerk and analysts be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

It was agreed, — That, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

ORDERED, — That the Chair present the report to the House.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That a proposed budget in the amount of $ 15,900.00, for the study of Human trafficking in South Asia, be adopted.

At 9:01 a.m., the sitting was suspended.

At 9:03 a.m., the sitting resumed in public.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 23, 2016, the Committee resumed its study of Canada’s Development Finance Initiative.

Diana Noble, by videoconference from London, United Kingdom, Simon Maxwell, by videoconference from London, United Kingdom and Paddy Carter, by videoconference from London, United Kingdom made statements and answered questions.

At 10:37 a.m., the Committee adjourned to the call of the Chair.
