Pursuant to the Order of Reference of Thursday, April 14, 2016 and section 20 of the Freezing Assets of Corrupt Foreign Officials Act, the Committee commenced the statutory review of the Freezing Assets of Corrupt Foreign Officials Act and the Special Economic Measures Act.

Andrea Charron and Hon. Sue E. Eckert made statements and answered questions.

At 4:55 p.m., the sitting was suspended.

At 4:58 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed, — That the Seventh Report from the Subcommittee on Agenda and Procedure, which read as follows, be concurred in:

Your Subcommittee met on Tuesday, October 18, 2016, to consider the business of the Committee and agreed to make the following recommendations:

1. That the proposed calendar for October and November 2016 and the suggested witnesses be agreed to.

2. That the Chair investigate the possibility of holding a meeting with representatives of the World Food Programme on Thursday, November 3, or Friday November 4, 2016.

3. That the Chair investigate the possibility of meeting with representatives of the Portfolio Committee on International Relations and Cooperation visiting from the Republic of South Africa between November 29 and December 3, 2016.

It was agreed, — That a proposed budget in the amount of $35,100.00, for the study of the Statutory Review of the Freezing Assets of Corrupt Foreign Officials Act and the Special Economic Measures Act, be adopted.

Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Tuesday, February 23, 2016, the Committee resumed its study of the Canadian government's countries of focus for bilateral development assistance.

The Committee resumed consideration of a draft report.

At 5:29 p.m., the Committee adjourned to the call of the Chair.
