Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Thursday, February 1, 2018, the Committee resumed its study of clean growth and climate change in Canada: international leadership.

Hari Balasubramanian, by videoconference from Halifax, Nova Scotia, and Naomi Johnson made statements and, with Andrew Defor, answered questions.

Motion

Mark Warawa moved, — That, the Standing Committee on the Environment and Sustainable Development undertake a study of no less than two meetings on the deceptive emissions tests from the auto manufacturer Volkswagen and call on Volkswagen officials to testify, as well as officials from Environment Canada and any other government department the Committee sees fit to invite, and that the Committee make recommendations to the government.

Debate arose thereon.

Motion

Mike Bossio moved, — That the debate be now adjourned.

By unanimous consent, the motion was withdrawn.

The question was put on the motion and it was negatived, by a show of hands: YEAS: 3; NAYS: 6.

Questioning of the witnesses resumed.

At 4:55 p.m., the sitting was suspended.

At 4:58 p.m., the sitting resumed in camera.

The Committee proceeded to the consideration of matters related to Committee business.

It was agreed - That the Eleventh Report of the Subcommittee on Agenda and Procedure, which reads as follows, be concured in:

Your Subcommittee met on Wednesday, October 17, 2018, to consider the business of the Committee and agreed to make the following recommendations:

1) That, in relation to the study of Clean Growth and Climate Change: International Leadership, the Committee publish a press release and content to its website encouraging those interested to submit written briefs by no later than Friday, November 2, 2018;

2) That the Analysts prepare an outline of a possible future study of the Species at Risk Act for the Subcommittee’s consideration; and,

3) That, pursuant to the motion adopted on Thursday, February 1, 2018, the Committee proceed with the study of forestry, agriculture and waste, which will consist of six meetings with witnesses, as its next study, and that members submit any suggested witnesses for this study to the Clerk by Tuesday, November 6, 2018, end of day.

It was agreed, — That the proposed budget in the amount of $ 22,700, for the study of clean growth and climate change in Canada: international leadership, be adopted.

At 5:12 p.m., the Committee adjourned to the call of the Chair.
