Pursuant to Standing Order 108(2) and the motion adopted by the Committee on Monday, April 23, 2018, the Committee resumed its study of mental health challenges that Canadian farmers, ranchers, and producers face.

Bob Guest, Nicholas Carleton, by videoconference from Regina, Saskatchewan, and Amber Fletcher, by videoconference from Regina, Saskatchewan, made statements and answered questions.

Motion

Earl Dreeshen moved, — That, in relation to the current study on the mental health challenges that the Canadian farmers, ranchers and producers face, the minister of Agriculture and Agri-Food be invited to update the committee on actions taken by his cabinet.

RULING BY THE CHAIR

The Chair ruled the proposed motion inadmissible because it is moved without the notice of 48 hours required before a member may move a substantive motion and it does not deal directly with the matter before the Committee at this time, as stated in the routine motions adopted by the Committee on Wednesday, February 3, 2016.

Whereupon, Luc Berthold appealed the decision of the Chair.

The question: "Shall the decision of the Chair be sustained?" was put and the decision was sustained on the following recorded division:

YEAS: Frank Baylis, Pierre Breton, T.J. Harvey, Lloyd Longfield, Eva Nassif — 5;

NAYS: Luc Berthold, Earl Dreeshen, Alistair MacGregor, Bev Shipley — 4.

Questioning of the witnesses resumed.

At 9:44 a.m., the sitting was suspended.

At 9:50 a.m., the sitting resumed.

John McFadyen, by videoconference from Regina, Saskatchewan, and Katy Kamkar, by videoconference from Toronto, Ontario, made statements and answered questions.

Motion

Luc Berthold moved, — That the Minister of Agriculture and Agri-Food be added to the witness list of the study on the mental health challenges that Canadian farmers, ranchers and producers face.

Debate arose thereon.

Motion

T.J. Harvey moved, — That the debate be now adjourned.

The question was put on the motion and it was agreed to on the following recorded division:

NAYS: Luc Berthold, Earl Dreeshen, Alistair MacGregor, Bev Shipley — 4.
