A meeting of the Board of Internal Economy of the House of Commons was held on Monday, June 10, 2013 at 11:15 a.m., in Room 112-N, Centre Block.

Present: The Honourables Peter Van Loan, Gordon O’Connor and Rob Merrifield; Mrs. Nycole Turmel and Mr. Nathan Cullen

Secretary to the Board: Audrey O’Brien, Clerk of the House of Commons

Also Present: Mark Watters, Chief Financial Officer; André Gagnon, Clerk Assistant, Committees and Legislative Services Directorate; and Suzanne Verville, Secretariat

Tabling of Minutes

The minutes of the meeting of May 27, 2013 were approved for tabling .

Minutes of Previous Meeting

The minutes of the meeting of June 3, 2013 were adopted.

Information

2012-2013 Annual Report on Committee Activities and Expenditures

The Board noted the 2012-2013 Annual Report on Committee Activities and Expenditures to be tabled in the House.

Summary of Internal Audit Reports to June 2013

The Board noted the current Internal Audit Multi-Year Plan and the summary of results of the Internal Audit reports for the House Administration completed this year.

2012-2013 Year-End House of Commons’ Financial Report

The 2012-2013 year-end financial report for the House of Commons was tabled with the Board for information.

2012-2013 Year-End Members’, House Officers’ and Presiding Officers’ Expenditures Report

A report on expenditures incurred by or on behalf of Members of the House for fiscal year 2012-2013 was tabled with the Board for information.

2013-2014 Preliminary Financial Status Report and Supplementary Estimates (B)

The Board noted the House of Commons’ financial position for fiscal year 2013-2014 as at May 15, 2013 and the proposed items for inclusion in the Supplementary Estimates (B) for 2013-2014.

Multi-Functional Printing and Imaging Devices

The Board approved the replacement of the existing, outdated, single-purpose printers, copiers, scanners and fax machines in the offices of Members, House Officers and Research Offices within the parliamentary precinct by one networked, multi-functional device and one backup desktop printer.

Public Disclosure

The Board discussed a document regarding the posting of the minutes of the Board of Internal Economy on parl.gc.ca and the disclosure of the management of public resources at the House of Commons .

Impact of Prorogation

The Board was briefed on the impact of a prorogation on House and Committee activities and the payment of additional salaries provided to House Officers, including presiding officers and committee chairs. After discussion, the Board approved the continuation of additional salaries for the Deputy Chair and the Assistant Deputy Chair of Committees of the Whole in recognition of their administrative and financial responsibilities during this period.
