Notice having been given at a previous sitting under the provisions of Standing Order 78(3), Mr. Van Loan (Leader of the Government in the House of Commons), seconded by Mr. Sorenson (Minister of State (Finance)), moved, — That, in relation to Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, not more than three further sitting days shall be allotted to the consideration at second reading stage of the Bill; and

that, 15 minutes before the expiry of the time provided for Government Orders on the third day allotted to the consideration at second reading stage of the said Bill, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and, in turn, every question necessary for the disposal of the said stage of the Bill shall be put forthwith and successively, without further debate or amendment.

“this House decline to give second reading to Bill C-43, A second Act to implement certain provisions of the budget tabled in Parliament on February 11, 2014 and other measures, because it:

(a) amends dozens of unrelated Acts without adequate parliamentary debate and oversight;

(b) fails to address persistent unemployment and sluggish economic growth;

(d) imposes a poorly designed job credit that will create few, if any, jobs while depleting Employment Insurance Funds; and

(e) breaks the government’s promises to protect small businesses from merchant fees and to ban banks from charging pay-to-pay fees.”.
