The Standing Committee on Transport, Infrastructure and Communities met at 8:47 a.m. this day, in Room 306, La Promenade Building, the Chair, Larry Miller, presiding.

 

Members of the Committee present: Peter Braid, Ed Komarnicki, Hoang Mai, Larry Miller, Mike Sullivan, Lawrence Toet and Jeff Watson.

 

Acting Members present: Bev Shipley for Wai Young, Scott Simms for David J. McGuinty and Kennedy Stewart for Olivia Chow.

 

In attendance: House of Commons: Philippe Méla, Legislative Clerk. Library of Parliament: Alexandre Lavoie, Analyst; Allison Padova, Analyst.

 

Witnesses: As an individual: Rashid Sumaila, Professor, University of British Columbia, Fisheries Economics Research Unit. Canadian Maritime Law Association: Sarah Forté, Consultant on Environmental Matters; John G. O'Connor, President. Western Canada Marine Response Corporation: Scott Wright, Operations Manager, Operational Response Readiness.

 
Pursuant to the Order of Reference of Tuesday, December 10, 2013, the Committee resumed consideration of Bill C-3, An Act to enact the Aviation Industry Indemnity Act, to amend the Aeronautics Act, the Canada Marine Act, the Marine Liability Act and the Canada Shipping Act, 2001 and to make consequential amendments to other Acts.
 

John G. O'Connor, by videoconference from Québec, Québec, Scott Wright, by videoconference from Vancouver, British Columbia, and Rashid Sumaila made statements and answered questions.

 

At 10:11 a.m., the Committee adjourned to the call of the Chair.
