The Standing Committee on Public Safety and National Security met at 3:31 p.m. this day, in Room 237-C, Centre Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

 

Members of the Committee present: Rosane Doré Lefebvre, Hon. Wayne Easter, Randall Garrison, Roxanne James, Daryl Kramp, Larry Maguire, Rick Norlock, LaVar Payne and Blake Richards.

 

Acting Members present: Tarik Brahmi for Jean Rousseau.

 

In attendance: Library of Parliament: Tanya Dupuis, Analyst; Christine Morris, Analyst. House of Commons: Joann Garbig, Procedural Clerk.

 
Pursuant to Standing Order 106(2), the Clerk of the Committee presided over the election of a Chair.
 

On motion of Roxanne James, it was agreed, — That Daryl Kramp be elected Chair of the Committee.

 
By unanimous consent, pursuant to Standing Order 106(2), the Clerk of the Committee proceeded to the election of Vice-Chairs.
 

On motion of Daryl Kramp, it was agreed, — That Randall Garrison be elected First Vice-Chair of the Committee.

 

On motion of Roxanne James, it was agreed, — That the Hon. Wayne Easter be elected Second Vice-Chair of the Committee.

 

At 3:34 p.m., Daryl Kramp took the Chair.

 
By unanimous consent, the Committee proceeded to the consideration of matters related to Committee business.
 

On motion of Roxanne James, it was agreed, — That the Committee proceed to sit in camera.

 

At 3:36 p.m., the sitting was suspended.

At 3:37 p.m., the sitting resumed in camera.

 

It was agreed, — That, in relation to the Committee's study of Bill C-479, An Act to amend the Corrections and Conditional Release Act (fairness for victims), members may submit lists of requested witnesses to the Clerk of the Committee no later than 5:00 p.m. on Tuesday, February 11, 2014.

 

It was agreed, — That, in relation to the Committee's study of Bill C-479, An Act to amend the Corrections and Conditional Release Act (fairness for victims), Mr. David Sweet, M.P., be invited to appear before the Committee from 3:30 to 4:30 p.m. on Thursday, February 13, 2014, and that Ms. Sue O'Sullivan, Federal Ombudsman for Victims of Crime, be invited to appear before the Committee from 4:30 to 5:30 p.m. on Thursday, February 13, 2014.

 

It was agreed, — That, in relation to the Committee's study of Bill C-479, An Act to amend the Corrections and Conditional Release Act (fairness for victims), two meetings be held for the study of the Bill, on Thursday, February 13 and Tuesday, February 25, 2014, and that on February 25, the Committee hear from six witnesses, divided into two panels of three witnesses each, provided that three witnesses be selected by the Conservative Party, two witnesses be selected by the New Democratic Party, and one witness be selected by the Liberal Party.

 

At 3:59 p.m., the Committee adjourned to the call of the Chair.
