The Subcommittee on International Human Rights of the Standing Committee on Foreign Affairs and International Development met at 1:01 p.m. this day, in Room 228, The Valour Building, the Chair, Scott Reid, presiding.

 

Members of the Subcommittee present: Tyrone Benskin, Nina Grewal, Wayne Marston and David Sweet.

 

Acting Members present: John Barlow for Jim Hillyer and Adam Vaughan for Hon. Irwin Cotler.

 

In attendance: Library of Parliament: Justin Mohammed, Analyst; Erin Shaw, Analyst.

 

Witnesses: As individuals: H.E. Dominique Rossetti, Chargé d'affairs en pied (e.p.) to Sudan and Ambassador Non-Resident to Chad and Eritea; Scott Reid.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Subcommittee on Thursday, February 27, 2014, the Subcommittee resumed its study of the Human Rights Situation in Eritrea.
 

At 1:09 p.m., Wayne Marston took the Chair.

 

Ambassador Dominique Rossetti and Scott Reid made statements and answered questions.

 

At 2:02 p.m., the sitting was suspended.

At 2:03 p.m., the sitting resumed.

 

At 2:03 p.m., Scott Reid took the Chair.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

On motion of Wayne Marston, it was agreed, — Whereas, on September 26, 2014, 43 male students from the Raúl Isidro Burgos Rural Teachers' College of Ayotzinapa went missing in Iguala, Guerrero, Mexico;

Whereas the official investigation concluded that these students had initially been detained by local police, yet once the students were in custody, they were handed over to the local Guerreros Unidos crime syndicate and presumably killed;

Whereas, this incident is emblematic of the human rights challenges that confront Mexico;

Whereas, our hearts go out to the families of the missing students;

Be it resolved that the subcommittee hear from one of the survivors of this massacre, Jorge Luis Clemente Balbuena, from the Community Capulin Chocolate, when he will be visiting Ottawa during the week of April 27th, 2015.

 

On motion of Adam Vaughan, it was agreed, — That the Subcommittee hear from witnesses about the human rights situation in Iran on April 30, May 5, and May 7, 2015, as part of Iran Accountability Week.

 

By unanimous consent, it was agreed, — That the Subcommittee for International Human Rights invite Michael Kirby, who is a former Justice of the High Court of Australia, and whom in May 2013 the United Nations Human Rights Council appointed to lead a commission of inquiry into human rights abuses in North Korea, to testify during his visit to Canada (either June 9th, or June 11th, 2015 depending upon his schedule) about the ongoing Human Rights situation in North Korea.

 

At 2:08 p.m., the Subcommittee adjourned to the call of the Chair.
