The Standing Committee on Procedure and House Affairs met at 10:59 a.m. this day, in Room 228, The Valour Building, the Chair, Joe Preston, presiding.

 

Members of the Committee present: David Christopherson, Kevin Lamoureux, Alexandrine Latendresse, Tom Lukiwski, Dave MacKenzie, Ted Opitz, Joe Preston, Scott Reid, Blake Richards and Craig Scott.

 

Acting Members present: Scott Simms for Kevin Lamoureux and Dave Van Kesteren for Ted Opitz.

 

In attendance: Library of Parliament: Andre Barnes, Analyst; Martha Butler, Analyst.

 

Witnesses: House of Commons: André Gagnon, Acting Deputy Clerk; Stéphan Aubé, Chief Information Officer; Jean-Philippe Brochu, Deputy Principal Clerk, Journals Branch. As individuals: Ian Lee, Professor, Carleton University; Michael Pal, Assistant Professor, Faculty of Law, University of Ottawa; Dennis Pilon, Associate Professor, Department of Political Science, York University; Joanna Woo, Postdoctoral Researcher, Institute for Astronomy, ETH Zürich.

 
Pursuant to Standing Order 108(3)(a), the Committee proceeded to a briefing on the implementation of the e-petition system.
 

André Gagnon and Jean-Philippe Brochu made statements and answered questions.

 

At 11:39 a.m., the sitting was suspended.

At 11:46 a.m., the sitting resumed in camera.

 

At 11:46 a.m., Alexandrine Latendresse took the Chair.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Committee devote its meeting of Tuesday, June 2, 2015, to the consideration of Bill C-50, An Act to amend the Canada Elections Act, and that witnesses be invited to appear on that day.

 

It was agreed, — That, notwithstanding normal in camera practices, Members of the Committee be allowed to share with their caucus the content of the confidential draft reports of 1) the review of the Conflict of Interest Code for Members of the House of Commons, and 2) the Code of conduct for Members.

 

At 11:59 a.m., the sitting was suspended.

At 12:04 p.m., the sitting resumed in public.

 
Pursuant to the Order of Reference of Monday, May 4, 2015, the Committee resumed consideration of Bill C-50, An Act to amend the Canada Elections Act.
 

Dennis Pilon, by videoconference from Toronto, Ontario, Joanna Woo, by videoconference from Zurich, Switzerland, Ian Lee and Michael Pal made statements and answered questions.

 

At 12:59 p.m., the Committee adjourned to the call of the Chair.
