The Standing Committee on Government Operations and Estimates met in a televised session at 8:45 a.m. this day, in Room 253-D, Centre Block, the Chair, Pierre-Luc Dusseault, presiding.

 

Members of the Committee present: Hon. Diane Ablonczy, Mark Adler, Jay Aspin, Hon. Gerry Byrne, Anne-Marie Day, Pierre-Luc Dusseault, Jim Hillyer, Pat Martin, Hon. Gordon O'Connor and Bernard Trottier.

 

In attendance: Library of Parliament: André Léonard, Analyst; Lindsay McGlashan, Analyst.

 

Witnesses: Treasury Board Secretariat: Grace Chennette, Executive Director, Financial Management Directorate; Bill Matthews, Assistant Secretary, Expenditure Management Sector; Marcia Santiago, Executive Director, Expenditure Management Sector; Darryl Sprecher, Director, Expenditure Management Sector; Christine Walker, Assistant Secretary and Chief Financial Officer, Corporate Services.

 
Pursuant to Standing Order 81(5), the Committee commenced onsideration of the Supplementary Estimates (C) 2013-14: Votes 1c and 15c under TREASURY BOARD, referred to the Committee on Thursday, February 13, 2014.
 
Pursuant to Standing Order 108(3)(c)(viii), the Committee commenced consideration of the Supplementary Estimates (C) 2013-14, referred to the Committee on Thursday, February 13, 2014.
 

Bill Matthews made a statement and, with the other witnesses, answered questions.

 

At 9:44 a.m., the sitting was suspended.

At 9:49 a.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the meeting of Thursday, February 27, 2014, be cancelled.

 

It was agreed, — That, notwithstanding any decision made prior, the meeting of Tuesday, March 4, 2014, be dedicated to a briefing session on the government’s open data practices; and that the relevant officials from the Treasury Board Secretariat be invited to appear at that time.

 

It was agreed, — That, in relation to the study on the government’s open data practices, the Committee meet from 8:45 a.m. to 9:45 a.m. on Thursday, March 6, 2014, to discuss the scope of the study; and that the Subcommittee on Agenda and Procedure meet from 9:45 a.m. to 10:45 a.m. on the same day to select the witnesses.

 

It was agreed, — That the clerk distribute electronically to the Committee members the testimony heard by the Standing Committee on Public Accounts for its meeting of Monday, February 24, 2014.

 

It was agreed, — That, notwithstanding any decision made prior, the meeting of Tuesday, March 25, 2014, be dedicated to the Main Estimates for 2014-15; that officials from the Treasury Board Secretariat be invited to appear at that time; and that the Report on Plans and Priorities of the Secretariat also be given consideration during that meeting.

 

It was agreed, — That, notwithstanding any decision made prior, the meeting of Thursday, March 27, 2014, be dedicated to the Main Estimates for 2014-15; that the Minister of Public Works and Government Services and/or her officials be invited to appear at that time; and that the Report on Plans and Priorities of the department also be given consideration during that meeting.

 

It was agreed, — That, notwithstanding any decision made prior, the meeting of Tuesday, April 1, 2014, be dedicated to the Main Estimates for 2014-15; the officials from the Privy Council Office be invited to appear during the first hour of the meeting and from Shared Services Canada during the second hour of the meeting; and that the Report on Plans and Priorities of both organizations also be given consideration during that meeting.

 

It was agreed, — That the Committee meet at 3:30 p.m. on Monday, April 28, 2014, to hear from the President of the Treasury Board regarding the study on the government’s open data practices; and that the Committee’s regularly scheduled meeting of Tuesday, April 29, 2014, consequently be cancelled.

 

It was agreed, — That the analysts be instructed to prepare a list of issue panels of up to four (4) organizations each regarding the study on the government’s open data practices; and that this list be considered during the meeting of Thursday, March 6, 2014.

 

It was agreed, — That the clerk be instructed to determine when the President of the Treasury Board’s would be available to appear regarding the Main Estimates for 2014-15, even if the availability is outside the Committee’s regular meeting times.

 

It was agreed, — That the Committee proceed to the putting of the question on the votes under the Supplementary Estimates (C) for 2013-14 at the conclusion of its meeting of Tuesday, March 4, 2014.

 

At 10:34 a.m., the Committee adjourned to the call of the Chair.
